The future of Kim Il-sung University

UPDATE 1 (2017-5-10): Building No. 3 was completed as part of the “Ryomyong Street” project.  According to the Pyongyang Times:

New building added to Kim Il Sung University

Building No. 3 has been unveiled at Kim Il Sung University located in the area of Ryongnam Hill which has been renovated along with landmark Ryomyong Street.

With an area of over 70 000 square metres, the building has well-equipped and multi-functional lecture rooms and labs, a sports field and welfare facilities.

An opening event was held on May 9.

ORIGINAL POST (2013-1-15): The campus of Kim Il-sung University has been the site of high-profile renovations and additions: the construction of the indoor swimming pool and renovation of the main building which includes an electronic library. The school also features a peculiar construction site that has made little progress over the years:

Given the prestigious position the university holds in the DPRK I have often wondered what the hold up is on this site. Is it a funding issue? Is it a capacity (demand) issue? I still don’t know.

My curiosity about the construction project was raised again when I stumbled on this tourist photo taken at the Three Revolutions Exhibition (image date 2011-9-19):

The image features a new facility called the Kim Il-sung University Building No. 3 and it bears a resemblance to the construction site shown on the satellite imagery above.

That was interesting, but not really worth blogging about. However, on 2012-10-1 North Korean television aired a show about Kim Jong-il’s guidance in helping the school grow. The footage included this scene:

The proposed “Building No. 3” in this image is not entirely consistent with the artist rendering at the Three Revolutionas Exhibition, but it is similar. It is consistent with the satellite imagery, however.  We can also see that in addition to building No. 3 there are long term plans to to build yet another office/classroom building and a large stadium. Pyongyang could use another large stadium, right?

Goal of social science: Modeling whole society on Kimilsungism-Kimjongilism

This marks the 60th anniversary of the Academy of Social Sciences in Pyongyang. I mapped out the facility above with the help of a defector who is from the area so now is the time to post it.

In acknowledgement of the anniversary, KCNA issues a rather humerous statement on the role of the organization:

Kim Jong Un Refers to 60-year-long History of Academy of Social Sciences

Pyongyang, December 1 (KCNA) — The dear respected Marshal Kim Jong Un in his letter “Our Social Sciences Should Actively Contribute to Accomplishing the Cause of Modeling Whole Society on Kimilsungism-Kimjongilism” referred to the 60-year-long history of the Academy of Social Sciences.

The letter says:

President Kim Il Sung founded the academy, looking forward to the victorious morrow in the flames of the fierce Fatherland Liberation War.

Since its foundation the academy has traversed the proud road of development along with the triumphant advance of the revolutionary cause of Juche under the wise leadership and warm care of Kim Il Sung and leader Kim Jong Il.

Kim Il Sung, who founded the immortal Juche idea in his early years and gave origin to the Juche-based social sciences, clearly indicated the mission and duty of social sciences in our era and wisely led the struggle for carrying them out. It was thanks to his leadership that our social sciences entered the new road of the Juche-based development, away from the already established framework, and sciences of all fields including philosophy, economics, linguistics and history developed into the Juche-based social sciences contributing to the revolutionary struggle and construction for the independence of the popular masses and put on a high level of the development of human social sciences.

Kim Jong Il conducted energetic ideological and theoretical activities, comprehensively developing in depth the Juche idea and the Songun idea founded by Kim Il Sung, and thus made them shine as the perfect guiding idea in the era of independence and put various fields of social sciences including Juche philosophy and science of literature and arts on the highest position.

Under the wise guidance of Kim Il Sung and Kim Jong Il and under their warm care, the Academy of Social Sciences has turned into a reliable institution supporting the Workers’ Party of Korea in terms of ideas and theories and a comprehensive center for studying social sciences.

North Koreans learning economics in Canada

UPDATE 2 (2012-11-19): Writing in 38 North, Kyung-Ae Park offers some more details on the program which brings these North Korean students to Canada:

The UBC program has been hosting North Korean professors since 2011 as part of a long-term knowledge sharing exchange initiative. For its inaugural effort, KPP hosted six North Korean scholars, five from the Kim Il Sung University and one from Wonsan Economic University. The scholars, who arrived in early July and studied at UBC through December 2011, took English courses during the summer and business and management courses from September focusing on international trade, management, finance, and economics. The curriculum consisted of regular, unmodified courses also attended by UBC students. As part of the curriculum, participants completed a group research project with faculty supervision on an aspect of international trade/finance stemming from their studies at UBC. In addition, they had opportunities to take field trips, and meet with leading individuals in Canada’s financial, business, and legal communities, as well as fellow academics.

Now in its second year, KPP is hosting another group of six participants, this time from Kim Il Sung University, the University of National Economy, and the Pyongyang University of Foreign Studies. As in the previous year, these scholars will be provided with an in-depth education of the international economy and policies implemented by other countries. With this second year of the program well underway, UBC has emerged as a leader in academic engagement with North Korea. There is great optimism that KPP will serve as a possible model for other educational institutions interested in exploring knowledge sharing programs with North Korea in the future.

UPDATE 1 (2012-7-20): Yonhap reports that the the Canadian-run program of bringing North Koreans  to the University of British Colombia to learn about economics is continuing. According to the article:

Six professors of leading North Korean universities are staying in Vancouver to study capitalism at a Canadian university on a six-month program, the program director said Friday, drawing fresh attention to the North’s possible transition under its Swiss-educated young leader.

The economics professors from three North Korean universities arrived in Canada earlier this month to take courses at the University of British Columbia (UBC) in the fall semester, which begins in September, after a two-month language course, Professor Park Kyung-ae, director of the Center for Korean Research, said.

“They will mainly study international business, economics, finance and trade,” Park told Yonhap News by phone, without giving further details of their identifications.

The elite universities include Kim Il-sung University, the top university named after the country’s founding leader, the People’s Economics University and the Pyongyang Foreign Language College, Park said. All the institutions are located in the North’s capital, Pyongyang.

They are the second group of visiting professors to take the courses under the Canada-DPRK Knowledge Partnership Program, which Park helped launch at UBC last year. DPRK stands for North Korea’s official name, the Democratic People’s Republic of Korea.

A group of six professors, five from Kim Il-sung University, attended the program in the fall semester last year, which included meetings with CEOs of Canadian law firms, banks, insurance companies and energy firms.

“There was no such long-term program related to North Korea in the past,” said Park, who visited the communist state last month. “The professors who completed last year’s course did their best and had good relations with other professors and faculty members. As they successfully finished the course, we were able to continue the program this year as well.”

ORIGINAL POST (2011-8-18): Just as Canada tightens sanctions on the DPRK, news comes out that the Canadians are running a very worthwhile program–teaching economics to North Korean professors! Let’s hope this program can be expanded!   According to Yonhap:

Six North Korean professors are studying economics and other related subjects at a university in Canada on a months-long program initiated by the school, the program director said Wednesday, opening a rare opportunity for the people of the repressive regime.

Professor Park Kyung-ae, director of the Center for Korean Research at the University of British Columbia, told Yonhap News Agency the North Koreans arrived last month to study international business, international economics, finance and trade. Five of the visiting professors teach these subjects at Kimilsung University, the elite North Korean institution named after the country’s founding leader, while one teaches at a university of economics in the eastern city of Wonsan, she said, declining to give further details.

The Japanese newspaper Asahi Shimbun reported earlier that the six professors from Kimilsung University were studying on an MBA course at the university in Vancouver. In fact, Park said the North Koreans will study four subjects at the undergraduate and postgraduate levels starting in September, after completing a two-month English language course.

The visiting professors are the first group to have been invited under the Canada-DPRK Knowledge Partnership Program, which Park helped launch at UBC last year. DPRK stands for North Korea’s official name, the Democratic People’s Republic of Korea.

“The program is very unusual in that it allows North Korea’s college professors to conduct research (overseas) on a long-term basis,” Park said, saying the professors will stay for a total of six months. “Other universities in North America are paying close attention to the program, and through it, I plan to push for exchanges between university officials of the two countries.”

Park, who has traveled to Pyongyang on several occasions since the mid-1990s and hosted North Korean delegation visits to Canada, said she believes educational exchanges are an important mechanism through which the two countries can improve ties. She noted that North Korea and Canada established diplomatic relations in 2001, but their ties have faltered over Pyongyang’s nuclear weapons program.

Since the 1990s, the North Korean regime has been known to send a selected few, mostly government officials, to study the market economy in Switzerland and other countries. However, these people have only been allowed to stay for several weeks, apparently due to fears they will try to escape the control of their repressive regime.

6th session of the 12th Supreme People’s Assembly

A rare “second session” of the DPRK’s Supreme People’s Assembly was held on September 25th. The unicameral legislature, with little de facto authority, usually holds a single meeting in April of each year. The last special “second session” was held in June 2010 (see below for more information).

This 6th session of the SPA was widely anticipated outside the DPRK because many analysts believed the country would be announcing a plethora of economic adjustment measures. See here for background. None of this was discussed publicly.

Sixth Session of 12th SPA Held

Pyongyang, September 25 (KCNA) — The Sixth Session of the 12th Supreme People’s Assembly of the DPRK was held at the Mansudae Assembly Hall Tuesday.

Kim Jong Un, first secretary of the Workers’ Party of Korea, first chairman of the DPRK National Defence Commission and supreme commander of the Korean People’s Army, was present at the session.

Deputies to the SPA were present there.

Officials of party, armed forces and power bodies, public organizations, ministries and national institutions and those in the fields of science, education, literature and arts, public health and press were present as observers.

The session decided on agenda items of the session.

On Enforcing Universal 12-Year Compulsory Education

Organizational Issue

Deputy Choe Thae Bok made a report “On Enforcing Universal 12-Year Compulsory Education.”

He said that the DPRK government will enforce the universal 12-year compulsory education to drastically improve and strengthen the secondary general education and further consolidate the socialist education system to meet the requirements of the developing revolution and the times.

The new educational system is aimed at helping the younger generation round off the secondary general education by teaching them general basic knowledge and basic knowledge of modern technologies in the period of the 12-year systematic education which consists of one-year pre-school education, five-year primary school education, three-year junior middle school education and three-year senior middle school education, reporter noted.

He referred to the issues arising in successfully enforcing the new education.

Then followed speeches.

The speakers said that the enforcement of the universal 12-year compulsory education at this significant period when the new century of Kim Il Sung and Kim Jong Il’s Korea started is the firm determination and will of the WPK to steadfastly carry forward and glorify the idea and cause of Generalissimos Kim Il Sung and Kim Jong Il who devoted their all to the future of the country all their life.

The enforcement of the new education provided a sure guarantee for putting secondary general education onto a higher stage and effecting an epochal turn in the work to train able revolutionaries in keeping with the requirements for the building of a thriving nation, they noted.

Ordinance of the SPA of the DPRK “On Enforcing the Universal 12-Year Compulsory Education” was adopted at the session.

The session discussed organizational issue.

Hong In Bom, chief secretary of the South Phyongan Provincial Committee of the WPK, and Jon Yong Nam, chairman of the Central Committee of the Kim Il Sung Socialist Youth League, were elected members of the SPA Presidium to fill the vacancies.

Choe Hui Jong was recalled from the post of chairman of the Budget Committee of the SPA and Kwak Pom Gi elected chairman of the budget committee.

Issues Concerning Enforcement of Universal 12-year Compulsory Education Discussed at SPA Session

Pyongyang, September 25 (KCNA) — Deputy Choe Thae Bok made a report on enforcing the universal 12-year compulsory education at the sixth session of the 12th Supreme People’s Assembly of the DPRK held on Tuesday.

According to the report, the DPRK government will enforce the universal 12-year compulsory education to drastically improve and strengthen the secondary general education and further consolidate the socialist education system to meet the requirements of the developing revolution and the times.

The universal 12-year compulsory education represents the development of the universal 11-year compulsory education that has been enforced by the DPRK government, and a new higher stage of the secondary general education.

The new education system is aimed at helping the younger generation round off the secondary general education by teaching them general basic knowledge and basic knowledge of modern technologies in the period of the 12-year systematic education which consists of one-year pre-school education, five-year primary school education, three-year junior middle school education and three-year senior middle school education.

The reporter said that the enforcement of the universal 12-year compulsory education is a huge task to be carried out as a nationwide movement with the involvement of whole society. He elaborated on it.

The order and phases for the enforcement of the system shall be fixed properly and be thoroughly carried out, he said.

An important task for enforcing the universal 12-year compulsory education is to properly shape the educational contents and improve the methods of education, he added.

He called for stepping up the work for improving the curricula which constitute a basis in arranging the educational contents, and confirming the general goal of the secondary general education, goals of the courses of study and the scope and level of educational contents. He also underscored the need to write and publish necessary textbooks at an early date.

He also underlined the need to strengthen education in computer technology and foreign languages with a main emphasis on the education in general basic knowledge in the field of basic sciences including mathematics, physics, chemistry and biology.

He also called for kicking off an intensive drive for creating new and substantial educational methods and generalizing them as well as actively introducing test methods for correctly assessing the abilities of students.

All the schools should carry out the positive drive to put the teaching, experiments and practical training on an IT basis, computerize the educational administration and management and establish information communications network between the education committee and educational institutions across the country so that teachers and students can receive information necessary for the education in time, the reporter noted.

He also called for successfully building up in a substantial way the ranks of teachers who are directly responsible for education and drastically raising their levels and roles.

Increased state investment in the educational field and provision of educational conditions are a sure guarantee for the successful enforcement of the universal 12-year compulsory education, he said, and continued:

The expenditure for education should be markedly increased in the state budget, and electricity, equipment and materials needed for education be provided on a preferential basis.

The role of organizations patronizing schools should be raised and the officials of all units including provincial, city and county people’s committees should pay deep attention to the education and push forward the work for the enforcement of the universal 12-year compulsory education in close combination with the model education county movement.

Educational and scientific research institutions should strengthen study for raising the quality of the universal 12-year compulsory education on the basis of a correct review and analysis of the present state of education of the country and the worldwide education trend. They should analyze and systematize scientifically and theoretically the new and advanced teaching methods and experience created in practice and generalize them.

The reporter stressed the need to step up the work for successfully enforcing the universal 12-year compulsory education true to the noble intention of the dear respected Kim Jong Un manifested in his ardent love for the younger generation and the future.

Ordinance of DPRK SPA on Enforcing Universal 12-Year Compulsory Education Promulgated

Pyongyang, September 25 (KCNA) — Ordinance of the DPRK Supreme People’s Assembly on enforcing universal 12-year compulsory education was promulgated at the sixth session of the 12th SPA held in Pyongyang Tuesday.

According to the ordinance, the DPRK government enforced the compulsory primary education in 1956, compulsory secondary education in 1958 and Korean-style unique universal 9-year compulsory technical education which closely combined secondary general education with basic technical education and education with production in 1967.

In 1972 the DPRK government introduced the universal 11-year compulsory education, the first of its kind in the world.

The enforcement of the universal 11-year education was a just measure for raising the level of free compulsory education, improving the contents of education and bringing up the new generations to be able revolutionaries and competent socialist builders intensely loyal to the party, the leader, the country and its people as required by the era and the developing revolution.

The DPRK is now demonstrating its might as a dignified military power possessed of nuclear deterrent, a country that manufactures and launches satellites. Korean-style CNC technology and flexible production system have been introduced to the different domains of the national economy and a great number of Juche-based and modern heavy and light industrial bases and grand monuments have been built. This is associated with the feats and merits of young scientists and youth who have grown up, receiving the universal 11-year compulsory education.

The Workers’ Party of Korea and the DPRK government are set to enforce the universal 12-year compulsory education reflecting the present requirements for building a prosperous socialist country in all fields now that the requirements for education have risen higher than ever before.

The enforcement of the universal 12-year compulsory education is a step reflecting the dear respected Kim Jong Un’s noble outlooks on the country, the younger generation and future and it is a great event that demonstrates before the whole world that the DPRK is dynamically advancing toward an educational power and a highly civilized socialist country.

The universal 12-year compulsory education is the most just and advantageous education for drastically raising the quality of education to meet the requirements for the development of education in the age of knowledge-based economy and the trend of the world and bringing up the younger generation to be Juche-type able revolutionaries possessed of ample secondary general knowledge, modern basic technology and creative ability.

The SPA of the DPRK discussed the issue of enforcing the universal 12-year compulsory education and made a decision.

According to the decision, the universal 12-year compulsory education shall be enforced in all areas of the DPRK.

The universal 12-year compulsory education shall be enforced free of charge and all children from 5 to 17 years are obliged to receive this education.

This education consists of one-year pre-school education and five-year primary schooling, three-year junior middle schooling and three-year senior middle schooling.

The six-year middle schooling shall be enforced from the 2013-2014 school year, divided into three-year junior middle schooling and three-year senior middle schooling.

The work for converting the four-year primary schooling to five-year primary schooling shall go through the preparatory phase to be started in the 2014-2015 school year and this shall be finished in 2-3 years.

Educational system and education of special courses of study shall be decided as separate issues.

Measures shall be taken to solve the shortage of teachers resulting from the enforcement of the universal 12-year compulsory education, raise their qualifications and improve educational methods.

State investment in education shall be increased and conditions and environment necessary for the enforcement of the universal 12-year compulsory education be created.

Administrative guidance and legal control shall be strengthened for the successful enforcement of the universal 12-year compulsory education.

North Koreans study China’s Huaxi Village

They should be studying Xiaogang Village! But instead they are studying Huaxi Village. Why? According to the Joong Ang Ilbo:

For the past six months, seven working-level North Korean officials have been staying at the Longxi International Hotel, located in a 72-story skyscraper in Huaxi Village, in China’s Jiangsu Province, a local government official told the JoongAng Ilbo in a telephone interview.

They’re allegedly trying to learn the secrets of Huaxi Village, known as China’s richest village but one that is still dedicated to socialism.

Huaxi Village is one of the richest places in China and a symbol of a model mixing socialism and capitalism. All the residents are shareholders of the local conglomerate and earn dividends at the end of every year according to its profitability.

“Roughly 20 North Koreans recently toured Huaxi Village,” a local resident told the JoongAng Ilbo. “The seven working-level North Korean officials have been staying in the village for six months learning how to manage a modern-style hotel.” Intriguingly, all seven are women.

The 328-meter (1,076-foot)-high Longxi International Hotel was completed last October and cost 3 billion yuan ($471 million). The five-star hotel has 800 rooms, including suites that go for 99,999 yuan per night.

“Officials from North Korea’s Foreign Ministry and the North Korean Embassy in Beijing also visited the village,” the resident said. “I’m not quite sure whether the women workers are from the ruling Workers’ Party, but they are mostly in their 20s.

“They have a great interest in learning about the dramatic growth of the village,” he continued. “They reportedly receive some kind of wages [from North Korea].”

Starting in 1978, the village’s residents actively participated in the reforms led by Deng Xiaoping. Wu Ren Bao, 84-year-old local secretary of the village, said in an interview with the JoongAng Ilbo in October 2011, “We accepted whatever was needed to make people rich and develop the village.”

Pyongyang University of Science and Technology (PUST) update

According to the Asahi Shimbun:

Currently 300 undergraduate and 70 graduate students are enrolled in the PUST’s three departments: electronic and computer engineering; international finance and management; and agriculture and life sciences. Thirty computers, with access to the Internet, are available for graduate students. At least some of those computers seem to be made by Chinese subsidiaries of South Korean electronics giants Samsung Electronics Co. and LG Electronics Inc., he said.

The goal of the university is to nurture personnel capable of working in the international community.

About 50 professors from Europe, the United States, Australia and elsewhere give lectures in English, with the content of the courses left to their discretion, Park said, and lectures on economics include finance, investment, insurance, equity and trade in Europe and the United States.

The students at PUST are selected from among those who have studied at least two years at the country’s top universities, including Kim Il Sung University and Kim Chaek University of Technology. Students live in a dormitory, and tuition and living expenses are free. Each student is given a monthly allowance of $10 (790 yen) in card form, which they can use to purchase daily commodities and school supplies at a campus store.

When a large number of the country’s students were recruited for construction work and other projects in preparation for the 100th anniversary in April of the birth of North Korea’s founder, Kim Il Sung, PUST students received special exemptions.

In September the university plans to send the first three students to study at a British university.

The story also reports “a business school in Pyongyang founded by a Swiss investor is proving popular among bureaucrats and corporate workers,” but I heard as recently as last week that this endeavor has not been operational for a few years.

DPRK officials receiving SEZ training in China

The Daily NK reports:

“A group of 20 trainees made up of economic officials and academics from the DRPK Ministry of Trade has been receiving training in Tianjin since the end of May upon an invitation from the Chinese Ministry of Commerce.”

“The aim of the training is the vitalization of North Korea’s special economic zones at Hwanggeumpyeong, Wihwa Island and Rajin-Sonbong,” he added.

According to the source, the North Koreans, who come from the finance and economics, administration and taxation sections of the ministry, will remain in China for two months. The costs of the program, including accommodation and training fees, are being covered by the Chinese side, and they are staying in a state guest house.

For the first month, the 20 were reportedly due to receive training in techniques pertaining to the operation, management and attraction of investment to SEZs from Chinese experts. For the second, they are set to receive field training in Shanghai, seeing how China’s SEZs operate.

Statistics Without Borders in the DPRK

The Pyongyang Summer Institute in Survey Science and Quantitative Methodology last year began teaching students at North Korea’s first private university about such topics as probability, correlation and survey methodology. More than 250 students, mostly in their 20s, learned from 13 instructors from the U.S. and Europe. This summer, the institute hopes to have 30 teachers instructing 250 students and 100 government workers.

Funded in part by the International Strategy and Reconciliation Foundation, a small Washington, D.C., nonprofit that focuses on North Korea, the institute has an annual budget of about half a million dollars, Dr. Chun said. The group sent an email this week to members of statistical organizations—including the American Statistical Association, which helps run the institute through its international outreach arm—soliciting instructors for the summer. The institute made clear it wouldn’t be able to fund most travel costs. Dr. Chun expects 60 to 70 applications for 30 spots.

The institute’s organizers steer well clear of politics. “PSI stays away from controversial courses,” said Yena Lee, co-founder of PSI. She added, “Through dialogue over these nonpolitical issues, we hope to pave the way to greater scholarly and professional engagement with DPRK and to long-term sustainable science diplomacy.”

“I had to change some of my ‘go-to’ examples about political polling, but discussion of politics and religion were off limits,” said Fisher, who in addition to — and unconnected to — his work in North Korea is a statistician at the U.S. Government Accountability Office. “Our purpose was one of science diplomacy and we all viewed it as an educational humanitarian mission.”

Governmental constraints extend to instructors while they’re in the program — for instance, barring them from leaving campus unaccompanied. Rules also kept students from PSI and PUST from being interviewed about the program. “That would not be allowed” by the North Korean government, said Norma H. Nichols, director of the International Academic Affairs Office at the institute’s host university, PUST. “If I were in Pyongyang and had the students nearby, it would still be a near impossibility to get permission even for one of them to participate with me in a Skype call.”

Instructors spoke positively about their students in the stats classes. The institute’s director, Asaph Young Chun, described how in one of his two classes last summer, students had to share textbooks because there weren’t enough to go around. “Most of the students now know by heart what survey is about, why pretest is essential and how data analysis should be planned in advance,” Chun said. And most, Chun said, “were so engaged, responsive, and interactive, I observed. They did not hesitate asking questions when in doubt or when I gave them opportunities to ask questions.”

Statistics Without Borders Participates in Unprecedented Science Diplomacy Program between North Korea and the US/International Community

Statistics Without Borders (SWB), an outreach group of the American Statistical Association (ASA), this summer will provide pro-bono instructors for the Pyongyang Summer Institute (PSI) in Survey Science and Quantitative Methodology in North Korea. The PSI is an intensive, international teaching program at the Pyongyang University of Science and Technology (PUST), the first and only private and international university, which was launched in North Korea in the fall of 2010.

PSI is the first program of its kind in North Korea, which has now approved visas for 15 visiting faculty. PSI students are expected to be upper level undergraduates and graduate students whose academic credentials are comparable to those students in Ivy plus schools.

The Summer Institute is jointly administered by the International Strategy and Reconciliation Foundation (ISRF), PUST and SWB. The ISRF is a 501(c)(3) organization recognized by the U.S. Departments of Treasury and Commerce for its humanitarian and educational programs in the Democratic People’s Republic of Korea (DPRK). The PSI will begin as a three-year pilot program that will take place from July 2012—July 2014.

SWB members make up the majority of the 15 instructors who will provide pro-bono instruction during July for seven four-week courses that will provide training in areas including sampling, statistics, survey methods, census methods, questionnaire design, computer-assisted data collection and analysis, both fundamental and advanced courses. The courses are modeled after those of the 65-year-old Michigan Summer Institute, a renowned international survey training program.

PSI instructors with expertise in survey research methods are: Sunny Bak, statistical consultant; Dr. Annelies Blom, Germany; Dr. Woody Carter, University of Chicago; Dr. Young Chun, an alumnus of Michigan Summer Institute and PSI Director; Bob Colosi, an alumnus of the Joint Program in Survey Methodoloy of the University of Maryland; Michael Costello, RTI International; Justin Fisher, George Washington University; Dr. Mark Griffin, Australian Development Agency for Statistics and Information Systems; Professor Patricia Gwartney, University of Oregon; Professor Ryung Kim, Einstein College of Medicine; Adam Molnar, University of Georgia; Dr. Rene Paulson and Dr. Jacquelyn Pennings, Elite Research in Texas; Pinar Ucar, Qatar Statistics Authority; and Elena Zafarana, Swiss Federal Office of Communications.

North Korean academic publications abroad

The Hanguk Ilbo reported on a Korean VOA story about North Korean publications abroad. A friend was kind enough to translate this article for me:

Voice of America (VOA) reported on the 25th that Thompson Reuters, a rating agency of scientific findings, announced NK has published 187 papers in reputable science journals between 2000 and 2012.

Reviewing the publication history, from 2000 to 2006 NK scientists annually published articles abroad totaling in the single digits–except in 2004. However, Reuters reports that since 2007 that the annual average has increased to 28 publications per year.

Of the publications in these foreign journals, 77.5% (or 145) of the publications were joint-research with foreign researchers. Of these joint-research projects, 61.4% (or 89) publications were with the Chinese. This is followed by Germans (27 publications), Australians (9 publications), South Korean (8 publications), American (7 publications) and Japan (5 publications).

The reporting agency claims that the reason why so few NK research was published in international academic journals is that NK lack the appropriate English (communication or writing; it’s not specific) skills.

Thompson Reuters is currently aggregating publications listed with internationally renown and respected academic journals.

In contrast, in 2010 alone, SK scientists have published approximately 40,000 papers in academic journals and American scientists have published approximately 33,000 papers.

Farming Regions in State of Tension

According to the Daily NK:

This year, the North Korean authorities are once again emphasizing the need to strive for greater food production as the farming season begins, launching the annual 40-day total farm mobilization period with the words “Let’s mobilize the whole party, the whole nation and all the people to reach the grain production targets.”

Rodong Shinmun published editorials on the subject on both the 11th and again on the 12th, reflecting the emphasis being optimistically placed on solving food security issues in 2012. Kim Jong Eun also emphasized the same in his major statements on the 6th and 27th of last month, understandably so given that farm productivity has the potential to play such a decisive role in stabilizing the first full winter of his rule.

Inside sources say that the mobilization atmosphere is unusually intense this year in farming villages. Cadres and people alike are feeling the strain of Kim Jong Eun’s first season in charge, with the assumption being that this year could see severe punishments meted out for any wrongdoing.

A South Hamkyung Province explained to Daily NK yesterday, “The whole nation is out there supporting the farms, including enterprises affiliated with state agencies, upper middle school and college students and military bases. People are not allowed to be at home or in the streets. Restaurants are not open either. Everybody is out on the farms. It’s just like martial law, really brutal.”

“5 or 6 safety agents have set up a desk in the street and are stopping people passing by, confiscating their identifications and the bikes they are on and sending them to nearby farms,” he went on. “People can only pass if they have a confirmation slip from a cooperative farm management committee.”

“The markets are only allowed to open from 5PM to 8PM after farm work is done for the day, so excluding preparation and organizing time, there is only an hour or so that the market is open. Buyers and sellers are all super busy,” he added.

During the 40-day total mobilization period, school classes are halted and students sent off to farms for forty days carrying their food and bedding. Laborers, workers in administrative organs and members of the Union of Democratic Women all commute from home to local collective farms until the planting and seeding is done.

North Korea has had the policy in place since 2006. Prior to that, students still had to farm every day, but full-time workers and members of the Union of Democratic Women went out just twice or three times a month.

In 2006, five provincial Party cadres from North Hamkyung Province were caught enjoying a spa during the period. They were summarily kicked out of the Party and sent into internal exile with their families.

“Until last year we were able to get confirmation of attendance from farm management committee cadres by giving a bribe, but with this year being the first under Kim Jong Eun, those tricks are unlikely to work,” the source concluded.
