Alternative school for DPRK settlers opens in Seoul

According to Yonhap:

The first accredited high school opened Tuesday for North Korean students who have settled in South Korea.

Yeomyung, established in central Seoul in 2004, used to provide schooling for older aged students whose families had defected from the North. Graduates had to pass state qualification exams in order to receive high school diplomas since it was not a formally accredited institution.

The number of North Korean students was 1,478 at the end of last year, according to government data, with 77 percent of them are enrolled in regular schools. Yeomyung currently has 32 students enrolled in its high school course.

“We will provide full support to see that North Korean adolescents who receive education at alternative schools or private facilities become sound citizens,” Education Minister Ahn Byong-man said at the opening ceremony.

Tax? What Tax? The North Korean Taxation Farce

In North Korea, April 1st is commemorated as “Tax Abolition Day.” Ever since the law, “On Completely Abolishing Taxes,” was ratified through the Supreme People’s Assembly on March 21, 1974, North Korea has claimed both within and without to be the only country in the world that does not collect taxes. However, their claim is only for propaganda purposes, for North Koreans labor under a list of state-imposed taxes and duties which grows longer day by day.

Take the example of electricity. Power distribution center members in every city and town visit households in their region alongside the chairperson of the local People’s Unit, whereupon they collect electricity payments according to the number of electric bulbs and electronic equipment therein. This process is done quarterly. In the late 1990s, the quarterly electricity bill per household in Pyongyang was about 20 won. To reduce costs, of course there were people who removed electric bulbs and hid electronic equipment such as irons whenever the power distribution center had workers in their neighborhood.

Since the 2002 economic management reforms were announced on July 1, however, electricity bills have increased greatly. For families living in luxurious apartments in the Jung-district of Pyongyang with televisions, refrigerators and electric fans, households pay as much as 800 or 900 won per quarter.

After the so-called July 1 Reform Measure, troubles between the power distribution center and the people increased. The North Korean people were understandably displeased with the power distribution center, for it was trying to collect money for a utility whose availability was and remains far from regular.

Next, let’s look at reserve food and organizational expenses. North Korea has nine levels of food distribution. From 100g to 900g is supposed to be distributed per day depending on the level, but for the purpose of stocking up reserves, up to 100g is collected from the people instead. Additionally, people are forced to submit approximately two percent of their salary for organizational expenses.

Next, to support for the construction of historical sites. North Korea emphasizes the “voluntary participation” of the North Korean people under the Party apparatus and workers’ organizations. Construction of historical sites for the idolization of Kim Il Sung and Kim Jong Il is frequently organized. Also, officials often collect money from people in order to support those construction projects of which the cabinet is in charge.

Then there is free education. It is officially called “free education,” but school administration expenses are all covered by students and parents. Students have to collect waste paper, waste iron and waste rubber, or raise rabbits and submit the pelts to school. After 2000, there have even been students engaging in business around markets in order to provide supplies for submission to the school.

Onwards, then, to market stands rental fees. After the July 1 Reform Measure, the amount of tax collected at markets suddenly increased. Market stand rental fees already existed before the July 1 Reform Measure but, after 2002, market management centers started collecting market management tax as well, basing it on each product sold. Noodle sellers paid ten won per day, while soybean curd sellers paid three won.

Market stand rental fees became more systematic as well after general markets opened in late 2003. According to the product being sold and daily sales figures, market management centers charged rental fees. In present-day Nammun Market, Hoiryeong, the stand rental fee is said to have been fixed at 100 won per month.

Separate from the stand rental fee, monthly tax is charged on products for sale in the markets. For example, Nammun merchants pay additional taxes of 300 won for industrial goods, 180 won for pork, 150 for cigarettes, alcoholic drinks and fish, 120 won for food and 100 won for general merchandise.

So, while the North Korean media deliver their diet of propaganda promoting North Korea as the world’s only taxless country, be wise to the reality of the North Korean people suffering under an increasing tax burden.

DPRK IT update

The number of science and technology institutions in North Korea is estimated to hover around 300; about 200 institutions have been officially confirmed. Therefore, the North is unable to focus on building the hardware industry, which requires massive capital input and long-term investment, and is left with no choice, but to be keen on nurturing IT talent geared toward software development. As a result, the North has been producing excellent IT human resources in areas like artificial intelligence, needed for controlling man-made satellites and developing arms systems, and programming languages.

The following IT institutions are in charge of fostering the North’s software industry: DPRK Academy of Sciences, Korea Computer Center (KCC), Pyongyang Information Center (PIC) and Silver Star, which is currently under the KCC.

In particular, the creation of the PIC, modeled on the Osaka Information Center (OIC) at Osaka University of economics and law, was funded by Jochongnyeon, the pro-North Korean residents’ league in Japan, and was technologically supported by the UNDP. The Jochongnyeon-financed KCC has been responsible for program development and distribution; research on electronic data processing; and nurturing IT talent.

Thanks to such efforts, nearly 200,000 IT talents were fostered and about 10,000 IT professionals are currently working in the field. Approximately 100 universities such as Kim Il-sung University, Pyongyang University of Computer Technology and Kim Chaek University of Technology (KUT) – and 120 colleges have produced 10,000 IT human resources every year. At the moment, the number of IT companies in the North is a mere 250, while the South has suffered from a surplus of IT talent. Therefore, inter-Korean IT cooperation is of great importance to the two Koreas.

As aforementioned, the North has set its sights on promoting its software industry, which is less capital-intensive compared to the hardware industry. Above all, the North is getting closer to obtaining world-class technologies in areas such as voice, fingerprint recognition, cryptography, animation, computer-aided design (CAD) and virtual reality. However, the North’s lack of efficient software development processes and organized engineering systems remains a large obstacle to executing projects aimed at developing demand technology that the S. Korean industry wants. What is more, as the North lacks experiences in carrying out large-scale projects, doing documentation work in the process of development, and smoothing out technology transfer, much needs to be done to measure up to S. Korean companies’ expectations.

Thus, the North needs to build a system for practical on-the-job IT training that produces IT talent capable of developing demand technology- which S. Korean companies need. In addition, it is urgent for both Koreas to come up with an IT talent certification system that certifies both Koreas’ IT professionals.

Choson Exchange launched

Choson Exchange creates training programs for young North Koreans and functions as a facilitator of projects by matching needs, proposing projects, advising on projects, and reaching out to potential partners in North Korea. It works with universities and student groups to design and implement project ideas with North Korean educational and governmental institutions, and help organize visits by interested groups or individuals. In addition to training programs, Choson Exchange conducts evaluations of DPRK learning needs for dissemination and seeks out opportunities for North Korean students to study abroad and vice versa.

Programs
1. The Pyongyang Lecture Series
An annual training program for DPRK government officials, managers and academics on topics related to business economics, finance, law and management with a focus on encouraging international trade. Topics for 2010 focus on finance and will be conducted by economists/industry experts/academics from the United States and Singapore.

2. Kim Il Sung University Student Exchange
A program for students and faculty from foreign universities to visit Kim Il Sung University and other academic institutions to build contacts between peers. Proceeds from this program funds our training programs.

3. North Korean Students Abroad
We also actively develop new channels and opportunities for promising North Korean students and young professionals to study abroad and attend international conferences.

4. Architecture, Humanities & Public Health
We are looking to promote two-way exchange and knowledge sharing in non-traditional fields. In 2009, we worked with Pyongyang and Singaporean architects to share architecture knowledge and to reach out to North Korean city planners.

5. Next Generation Leaders
Outside of North Korea, we seek to involve young, promising and entrepreneurial individuals in our work to cultivate the next generation of leaders in North Korean engagement.

Building a New Elite for the Post-Kim World

When considering the future of North and South Korea, we can see that the time has come to raise an alternative elite, the kind that meets the expectations of the modern world and has no relationship with the Kim Jong Il regime.

But since it is impossible to participate in any political activity or gain a great deal of knowledge while inside North Korea, this kind of elite can only be formed in South Korea. For North Korean intellectuals with a sense of the modern world, South Korea is a base from which they can go into action and even receive an education. The birthplace of the alternative elite is the defector community in South Korea.

In 2010, the number of defectors in South Korea reached 20,000. The number of defectors is growing, and their social backgrounds are very different from those who escaped in the 1990s and after. Most of the defectors who crossed over to South Korea in and after the 1990s were farmers, laborers and soldiers. Being realistic, it is difficult to view them as talented people who could have been converted into an alternative elite.

However, there are a growing number of exceptions now. First of all, there are intellectuals among the defectors. Secondly, there are quite a lot of people who are young, talented and eager to get educated. The number of juvenile defectors who need to be educated in South Korea has now reached 1,800.

We can view the North Korean intellectuals living in South Korea as an existing alternative elite, and they have a great deal of potential. In Eastern Europe, the activities of dissident writers contributed a lot to the changes in their society. For example, in the cases of Poland and Hungary between the 1960s and 1980s, many of the most popular artists were in exile or intentionally avoided cooperating with the government in their own countries.

Their literary pieces did not always directly criticize communism, but they challenged the outlook the government forced upon the people and honestly described its internal contradictions. From 1970, it became common sense that a writer who obeys his or her government cannot produce meaningful work.

Among the defectors in South Korea today are writers, poets, journalists and people working in the movie industry. But most of them find it difficult to continue their creative lifestyles. The experiences that are the themes in their work are, of course, close to the reality of North Korea. However, it is a matter of regret that South Korean mainstream society is indifferent to both North Koreans and their experiences. Under such conditions, works that deal with North Korean life are not marketable. This is why North Korean artists cannot make a living in creative activities without external support.

There are various ways to support them. Giving financial support to North Korean writers, supporting magazines and publishing companies that publish their work and promoting exhibitions by North Korean painters are just some of the examples. Broadcasting stations for North Korea such as Free North Korea Radio can act as a base of financial support for the alternative elite.

While it is important to help North Korean elites, however, it is more important to pursue the formation of a new North Korean elite group. Intellectuals who were educated in North Korea know well about the reality of the country, but they face a lot of obstacles in learning modern knowledge. On the contrary, young North Koreans can learn about world class technology and knowledge when educated in South Korea.

But I find a lot of problems when I listen to the experiences of defectors studying in South Korean universities. Most either quit school or are regularly absent. Of course some leave school because of a lack of ability, but for many of them the reason why they do not graduate does not have anything to do with their ability at all.

Instead, North Korean university students who are admitted to South Korean universities face too difficult a challenge. First of all, despite the fact that they went to middle school and high school, the facilities and education standards of North Korea are far behind those of South Korea, with the exception of a few privileged schools. Secondly, most of them couldn’t get access to any kind of education while they were in China after defecting. Thirdly, the social culture and school culture they are used to is different from that of South Korea.

However, the most important obstacle they face is the different content of the education. Most of what they learn in North Korea is lies, worthless in the modern world. For example North Korean students learn a lot about the Kim family, but such knowledge is not helpful in any way.

On the contrary, there is a lot of knowledge that North Korea does not teach, but is thought of as basic knowledge in the modern world. For example, most North Koreans cannot speak English or use a computer. Kim Chul Yong, the vice director of the movie “Crossing” said, “whatever you learned in North Korea, it is always better to learn it again in South Korea.” This is correct. So in order to adjust to school life, North Korean university students have to work much harder than South Korean students. Therefore, even if North Korean students are talented, it is difficult for them to excel in South Korean schools.

We can also see how difficult it is for North Korean students to study when we consider the economic status of defector families. The income of a North Korean family is about 50 percent of that of a South Korean family. This forces them to put more effort into making a living than studying hard, and those defectors who could serve as the future elite cannot focus on their studies because they have to support themselves.

This is why we should consider providing scholarships for defector students. Current scholarships support them only with tuition fees. However, considering the financial problems North Korean students suffer, that is far from enough. Not all the defector students should receive living expenses and scholarships. It is a better policy to provide opportunities to those students who are determined to perform the role of future elite.

This method is not only economic, but it also encourages them to study harder. 25 to 30 percent of the whole defector student community would benefit. Of course, in order to select nominees objectively, there should be well-organized evaluation standards with grades and an interview at their core.

It would be a good idea to provide those top students with a living expense subsidy of 400,000 won to 500,000 won a month and a scholarship for graduate school. This program is not a big pressure. Scholarships could be provided by the government, but there will be only about 100 students who deserve the scholarship in the whole country, so any foundation or social organization would be able to support them, too.

Part 2: The Many Tasks of the New Elite (3/30/2010)

The subject North Korean students find most difficult to learn is English. Defector students never encountered English in North Korea, whereas Korean students who learn English in schools and academies have a lot of experience. It is almost impossible for defectors to catch up with them. Not having reached a reasonable proficiency, they cannot search in English textbooks and therefore find it difficult to get a job after graduating. Therefore, it is an important task to establish a special English institution for defectors that can provide them with appropriate English education. Financial problems could be taken care of with the support of foreign countries that are interested in defector issues.

Of course, studying abroad is the most efficient way of studying a foreign language. It may be difficult for defector students to support themselves, but there is a fairly economic way of supporting them. The United States or Australia would be unaffordable, but the Philippines is an economical and efficient country in which to study English. $6000 to $7000 per semester would be more than enough to study in the Philippines, including tuition fees, living expenses and plane tickets. Of course, talented and determined candidates should be selected. It would not be too much of a burden to pick 10 to 20 defector students who have done well in standardized tests such as TOEFL and send them to the Philippines.

Such a program could be sponsored by organizations and individuals if government support were impossible. It is only right and noble for high-income earners who have achieved a successful life after overcoming hardships to help those North Korean students who face the same challenge they faced in the past.

The obstacles defector students have to overcome are not just financial issues and English. Lack of knowledge about South Korean society also makes it difficult for defectors to build a successful career. They are not familiar with working procedures, so it is difficult for them to get a job. Also, it is difficult for them to find out what issues they have to focus on at school. This is another reason why getting a job is difficult for them. Providing defector students with a lot of opportunities for internships at corporations would be good.

The biggest problem defector students face when they are hired by a Korean corporation is adjusting themselves to the community. Through internships we can give them experience of what role they have to take and what kind of work they have to do, which will help them understand the cultural differences and adjust to them.

But what is the purpose of forming such an alternative elite? And what are they supposed to do in the future?

More than anything, as long as the Kim dictatorship survives without any significant changes, the alternative elite has a mission to exert influence on North Korean society and spread a critical social consciousness about the Kim dictatorship. Through various routes such as broadcasting stations for North Korea, they should let the North Korean people know their opinions from different places in the world.

Also, due to the spread of cell phone usage, most defectors maintain contact with their families and relatives in North Korea. Defector students who have received a good education and adjusted well to Korean society can explain that Korean society to their families in North Korea more accurately.

Secondly, if there is a sudden change in North Korea, they have the potential to perform various tasks. Defectors who took part in the North Korean democratization movement in South Korea are considered future politicians and high class administrative officers in the new North Korea. In a ‘post-Kim age,’ after the Kim regime, if there is a small number of or no such people at all, those with power will be former Workers’ Party authorities or South Koreans. Considering their backgrounds and values, they cannot lead North Korean society or gain the trust of the North Korean people. Therefore, it will be difficult for them to represent North Koreans and be their protecting power.

Alternative elite members who can apply the knowledge they learned in South Korea well in the North Korean reality could be doctors, technicians, CEOs and scholars of a post-Kim age. Re-education could cultivate specialists in the new North Korea. Despite the very low economic level, North Korea provides a fairly good basic education. Therefore, when carrying out the rehabilitation of North Korea, re-education based on the knowledge they already have is more reasonable than educating North Korean specialists such as technicians and doctors all over again from the start. An alternative elite which received a university education in South Korea and has experience of working in a modern environment with modern technologies is one which can accomplish the most in re-education.

Thirdly, there is a possibility that the North Korean regime might not break down for a long time. In this case, the alternative elites could perform an important social role in South Korea.

Regardless of the future of North Korea, there is no doubt that the number of defectors will constantly increase. 10 years from now, it is certain that the number of defectors in South Korea will exceed 50,000. Even 100,000 is possible. Therefore, issues of defectors adjusting to South Korean society will continuously be important.

Defector elite persons who graduated from prestigious universities in South Korea and succeeded will be role models to young defectors. Their experiences can prove that North Koreans do not necessarily have to be blue collar workers for good, and open a new path to future defectors.

Watching the movement of the North Korean authorities, it is certain that they are against reform and an open-door policy, and that they have decided to maintain the anachronistic Stalinist system. Such a strategy can delay the end of the Kim system, but at the same time it sharpens its crisis.

It is difficult to prepare for internal turmoil because we, as of now, cannot know specifically when and how the end of North Korean system will take place. However, no matter what happens to North Korea, an alternative elite who know about both North Korean and South Korean society and are not guilty of pro-Kim acts will be helpful in preparing for internal turmoil. In fact, there are not many means of preparing for internal turmoil which cannot be specifically predicted. But pursuing the formation of an alternative elites is one of the important means.

Such a program is cheap, but it needs to be installed over a long period of time in order to achieve any result. There seems to be no political will to systematically and continuously support such a program. Regrettably, just like other democratic countries, South Korean politicians are not interested in plans that do not seem to help them much in the next election.

So I am placing my hope in organizations and corporations rather than state institutions. But whether it is a state institution or a social organization, it is clear that the time has come to take such measures.

Chinese lamps popular in DPRK

Chinese-made solar reading lamps are selling like hot cakes in North Korea. According to a North Korean source, the reading lamps sell for 10,000 to 20,000 North Korean won, a price several times the average monthly wage.

The customers are chiefly parents with children preparing for college entrance exams. Due to do the poor power supply, North Korea except for some parts of Pyongyang is plunged into pitch darkness every night, making it impossible to study. The solar-powered reading lamps provide a measure of independence from the power grid.

In the North, background determines if youngsters can enter college, and not all parents can afford to concentrate their energy on their children’s education. But relatively well-to-do families provide tutoring for their children by employing students of prestigious universities, such as Kim Il Sung University or Pyongyang University of Foreign Studies, in efforts to prepare their children for college entrance exams.

The Moneytocracy of North Korean Higher Education

Bribery, corruption and overweening power are ubiquitous in many areas of North Korean society, and today’s universities are no different. Instead of cultivating the ability of outstanding individuals, simple materialism rules supreme, teaching that money is the solution to every problem.

Like almost everyone in North Korea outside the elite, the lives of university students changed considerably in the days of the “March of Tribulation.”

Until the early 1990s, the idea of a capable applicant being unable to pursue post-secondary education due to financial difficulties was unheard of. In those days, the regime offered scholarships of 15 won (specialized departments 25 won) to university students. Since the currency swap in 1992, the size of scholarships increased to 50 won, and after the July 1st Economic Management Reform Measure in 2002, they increased again to 900 won.

But the range of recipients decreased markedly. After the ‘March of Tribulation’ in the mid-1990s, scholarships were only offered to those students in central universities like Kim Il Sung University. Students in regional universities had no chance of receiving fiscal assistance.

Before the “March of Tribulation,” students took North Korea’s university entrance exam and successful applicants were selected based on their grades, as they are in most developed, equitable countries. However, as the economic situation worsened in the mid-1990s, those with the money or “background” began to be selected at the expense of better, but poorer, applicants.

Then, after the year 2000, the amount of bribery required began to depend upon a student’s academic record. For example, those students with a much lower score compared to the pass mark who wish to attend average universities have to pay a bribe of $500~600. For leading universities like Kim Il Sung University or Pyongyang School of Commerce, students have to pay between $2000~3000.

Needless to say, students from poor families could not and cannot afford the degree of support required by universities, and so most have to stop their education.

Therefore, since the “March of Tribulation,” students from poor families have lost the chance to attend university. In comparison, students from rich and powerful families attend just so as to secure a cushy job later on, and their school lives are naturally very comfortable. Universities are solely oriented around those with money.

Of course, costs do not stop with admission bribes. In North Korean universities, a quarter of the calendar year is spent on mobilization for public works, marketed as obtaining real-life experience. In such cases, students are mobilized against their wishes. However, those from a wealthy family can avoid such activities by submitting goods or funding to their university.

Regarding spring work in the fields, for example, Mr. Kim (22), who attended Hamheung University of Mathematics until 2007, recently explained to The Daily NK, “Wealthy families submit the necessary funds or goods to the university every year to be exempted from mobilization. In the case of the 2007 farm village support battle, those students who submitted a carton of good quality cigarettes just rested at home.”

Some university students enroll in the military during their studies; however, those with money who wish to join the Party can just buy their way in, and also reduce the period of their military service, with a one million won bribe.

Also, during their university lives, students are duty-bound to take part in 6-months of Local Reserve Force activities. However, if a student offers up $300, he or she can simply rest without interference for the whole time.

That this materialism is even prevalent in public education causes the offspring of wealthy families to believe in the power of money and only money. Skill isn’t cultivated, it is bought, and needless to say the performance of North Korean universities is in a downward spiral as a result.

Chosen Soren schools face image problem

The portraits of North Korean leader Kim Jong Il have been taken down from the classrooms in the run-down Tokyo Chosen No. 2 Elementary School.

But a quick look into the teachers lounge reveals the Dear Leader in all his glory.

The school for ethnic Koreans in Japan, one of about 60 in the country that are funded by North Korea, faces a delicate balancing act as money from the reclusive regime has decreased amid economic turmoil there.

Since the 1950s, the schools have been run by the General Assn. of Korean Residents in Japan, or Chosen Soren, whose Tokyo headquarters acts as North Korea’s unofficial embassy.

At Chosen No. 2, the eight teachers and 54 students face a life of political isolation as they try to preserve their ethnic identity in Japan, a country many people believe is in the sights of North Korea’s nuclear missiles.

Former Principal Song Hyon-jin knows the school spreads what many Japanese consider communist propaganda. Activists have surrounded the school with megaphones shouting for students and teachers to leave the country, threats that increased after North Korea tested a nuclear device last year. A student at another Chosen school was accosted on the subway, her traditional hanbok robe, worn by many North Koreans, ripped by her attacker.

“Even though the Korean community has changed much in the past 20 years, it’s still tough to live as a Korean in Japan,” said Song, a longtime Chosen member.

The schools get no funding from the Japanese government, which doesn’t officially recognize them.

Because there are no diplomatic ties between Tokyo and Pyongyang, the ethnic Koreans cannot apply for North Korean passports. They must be content to send their children to Chosen schools.

Since the 1970s, enrollment in the schools has fallen to less than 12,000 from 40,000, and fees have risen dramatically. In an effort to improve the schools’ image, administrators removed portraits of Kim Jong Il and his father, Kim Il Sung, from classrooms. They also added South Korean history to the curriculum, along with Japanese language and history.

Another change was softening the emphasis on North Korean propaganda, relying instead on a more straightforward history. To avoid undue attention, middle and high school students were ordered not to wear traditional Korean school uniforms after class.

“Schools have to be more open and acceptable for non-Chosen Soren affiliates for the sake of their existence,” said Han Young-hae, an associate professor at the Graduate School of International Studies at Seoul National University. “They need to reestablish their historical views and educational direction.”

As a result, the atmosphere here has lightened. South Korea also has begun taking up the financial slack, donating computers.

“I hope to teach here forever,” said Lee Young-sim, a 25-year-old art teacher who is a product of Chosen schools.

Song is heading a fundraising drive to build a new wing at the school, in hopes of stemming the defection of ethnic Koreans to Japanese schools.

“It is difficult to protect the school when many Korean kids are going to Japanese schools,” said Song, whose two children attend Chosen schools. “But I will do my best until the good day comes.”

Teaching English in Pyongyang

The British Council arranges for English teaching opportunities in the DPRK (see here, here, and here).  Chris Lawrence has been teaching at Kim Il Sung University and his experiences there were recently covered by the BBC

It was a freezing cold February morning and Chris’s new classroom at the elite Kim Il-sung University in the capital Pyongyang wasn’t much warmer than the streets outside.

These days even the children of the party faithful can’t escape some of the hardships of everyday life in North Korea.

“The main problem is a lack of heating,” he said.

“Most of us in here are wearing our outdoor clothes as we work.”

Chris is one of a small team of English teachers forming a joint project between the British Council and the Government in Pyongyang.

In a sign that it may one day open up to the Western world, North Korea has gradually shifted a lot of its language training away from Chinese and Russian and towards English.

This is Chris’s first day in the job but his new class has already made an impact.

“I’m quite impressed by the level of English in this particular group” he told me.

“I expect the students will go on to occupy some quite important positions within Korean society.”

I asked one student what he hoped to do with his English.

“I hope to achieve speaking English so that I can go abroad and do some business because I want to be a businessman,” he said.

Another said he was going to be a diplomat.

They seemed, at the moment anyway, quite willing to engage with the outside world.

I asked one student who his favourite English authors were.

He hesitated and then said “Shakespeare… and Dickens”.

I asked him if he had read anyone more recent. There was a long embarrassed pause and then he replied: “Um… Jane Eyre… or Hamlet…”

The government wasn’t only keeping a close eye on their reading list.

Everything the students said to me was being listened to by government officials who were there the entire time I was in the country, travelling on a journalist’s visa.

But despite their presence, none of the students felt the need to include in their answers to me the usual rhetoric of “studying for the glory of the party and the dear and great leaders.”

They were quite happy to talk about what they wanted to achieve in life as individuals.

It was in marked contrast to their faculty head who went into a long monologue about the virtues of the “dear leader” President Kim Jong-il as soon as I switched on my microphone.

Heated debate

Across town at the nearby Pyongyang University for Foreign Studies, the staff were much more progressive.

They told me they were very pleased to have someone from the BBC because “we record the BBC News everyday to help the students improve their language skills”.

They played me some of their archive including news bulletins from the World Service that were almost a year old, so I knew they hadn’t been recorded just for my benefit.

I found the final year class next door having a heated debate in very good English about whether it was fair to keep animals in zoos.

The students were sophisticated, knowledgeable and engaging.

They quizzed me about the on-going Iraq inquiry in Britain and then 21-year-old Ri Ji-hye asked me if she could be frank.

“It’s so good that we can listen to [the] BBC,” she said.

“It helps us a lot learning English. I so much want my country to be one of those leading in the economy.”

“We’re already a leading nation in politics and other stuff. Well, it’s no offence but I want to learn English so that the other people get to learn [about] Korea.”

She smiled and said “Look at our faces – are we depressed, are we unhappy, are we hungry? No.”

That was certainly true of Ji-hye and her classmates.

But one of the challenges for her generation will not just be opening up to the rest of the world but opening their eyes to the world just beyond their city limits.

The British Ambassador to Pyongyang, Peter Hughes, is one of those who believes the country will have to wait for another generation before there’s any prospect of real change.

And he says few of people in the capital have any idea what life is like for the majority of North Koreans living beyond Pyongyang.

“I think it’s important to remember that Pyongyang is totally different from anything that’s outside of the city.”

“Only certain people can live here and one of the punishments for doing something wrong is actually to be banished outside of the city.”

“If you go out to the regional centres there is very little out there. The cities are in a bad state of repair. There are a large factories that are standing empty.”

Proud and patriotic

Back in the classroom at the Foreign Studies institute, another British Council teacher was showing North Korea’s “Generation next” how to run a brand campaign for Harley-Davidson, while on the streets outside people often stood more than a 100-strong waiting for a bus.

Pyongyang may be the country’s showcase city but even here it’s pretty obvious that the economy isn’t working.

Like their parents, the young North Koreans I met are proud and patriotic.

They have high hopes for their country even if they don’t yet understand just how far they’ve fallen behind their neighbour China.

But at least they may now be starting to learn enough about the real world to make sure they don’t repeat the same disastrous mistakes.
