Shinuiju Customs Strictly Controlled by North Korean Authorities

North Korea customs at Shinuiju is under strict control by Central Committee of North Korea Workers Party.

An inside source from Shinuiju said on the 4th, “Authorities are currently undergoing investigations at Shinuiju customs, looking for tax evasions and illicit acts. The parties subject to these crimes include customs officers at Shinuiju customs and merchants engaging in North Korea-China trade.”

The source added that the investigations had virtually terminated North Korea-China trade between Shinuju and Dandong.

Shinuiju customs is critically important for North Korea as 80% of food and daily necessary goods between North Korea and China are imported and exported from here.

According to Kim Young Hee (pseudonym), a North Korea-China tradeswoman in Shinuiju, “Trade merchants have given up on trade and are in a state of panic because of authorities making investigations at Shinuiju.”

Kim said “At times like this, keeping is a low profile is the way to survive” and expressed her concern, “They have made orders to arrest at least 10 people. Who knows, anyone could be unlucky and caught.” She said “Like there is any trade merchant who does not engage in some sort of illegal act” and retorted “Simply obtaining a permit from authorities is generating money.”

“Prior to authority investigations, on average 50~100 cars would pass through Shinuiju-Dandong, per day. Now the figures have drastically reduced with only 5~10 cars passing through” she said.

Kim continued “There is not an article that falls through the cracks of authority officers. All goods approved by customs, whether it be minerals to seafood is confirmed by authorities… All things are left up to the hands of authority officials.”

On the other hand, the source also informed that despite recent investigations placing trade between North Korea and China in a state of lull, apparently counteracting effects such as dramatic rises in Shinuiju markets have not yet occurred.

Efforts Redoubled to Build Economic Power

Redoubled efforts are being made to build a socialist economic power in the DPRK. The people are turning out in the grand march for perfecting the looks of a great, prosperous and powerful nation, full of confidence in sure victory and optimism.

The DPRK has consolidated the foundation for building an economic power over the last years.

The Workers’ Party of Korea has developed in depth President Kim Il Sung’s idea on economy as required by the developing revolution and thus provided unswerving guidelines for building an economic power.

While implementing the revolutionary economic policies of the WPK such as the line on economic construction in the Songun era with main emphasis on the development of the munitions industry and the policy of putting the national economy on a modern footing and IT, the Korean people have been firmly convinced that they will certainly build an economic power in this land when they work as indicated by the Party.

The army-people unity has developed as the oneness of army and people in terms of ideology and fighting spirit in the Songun era. It constitutes a powerful impetus to the construction of the economic power.

The Kanggye spirit, torchlight of Songgang and the Thaechon stamina have been created while the whole society following the revolutionary soldier spirit. The efforts have brought about a great change in the overall socialist construction.

Through the heroic endeavors, the people replete with faith in the future of prosperity have put industrial establishments, once stopped, on normalization of production and erected many monumental edifices including the Thaechon Youth Power Station No. 4.

An importance has been attached to science. A large army of intellectuals are paving the shortcut to the construction of an economic power with an extraordinary revolutionary enthusiasm.

A solid material and technical foundation for the construction of an economic power has been laid in the country.

All the sectors of the national economy have pushed ahead with the work of perfecting production structures, renovating technique and putting them on a modern footing, with the result that the number of such model factories in technical renovation and modernization as the Pyongyang 326 Electric Wire Factory is increasing as the days go by.

Production bases such as foodstuff factory, chicken farm, catfish farm, beer factory and cosmetic factory, which are directly contributing to the improvement of the people’s living standard, have mushroomed in different parts of the country.

The DPRK, with all the conditions for leaping higher and faster, will demonstrate the might of an economic power in the near future.

Paektusan Cup Sports Contest Opens Pyongyang

The Paektusan Cup sports contest was opened. This contest, which is held on the occasion of the February holiday every year [KJI birthday], greatly helps develop the nation’s techniques of physical culture. The participants in the current contest will compete in eight events such as basketball, volleyball, table-tennis, ice-hockey and speed skating in Pyongyang, Samjiyon and other areas. Its opening ceremony took place at the Basketball Gymnasium in Chongchun Street here on Tuesday. Present there were Kim Jung Rin, secretary of the Central Committee of the Workers’ Party of Korea, officials concerned and sportspersons. Mun Jae Dok, chairman of the Physical Culture and Sports Guidance Commission, made an opening address at the ceremony, which was followed by speeches. The speakers stressed that all the players should give a good account of themselves by fully displaying the sports techniques they have usually practised and thus more significantly celebrate the February holiday. At the end of the ceremony a male basketball game was held between Sobaeksu and Amnokgang sports teams.

Citizens Exploited As the Nation Cannot Produce Its Own Income

North Korean authorities are requesting “implied” voluntary offerings to be made to the army, placing a greater burden on the North Korean citizens who are battling a tough winter due to the bitter cold and dire food crisis.

The first journalist to report about North Korea Lee Joon said that at a people’s unit meeting held in the rural district of Dancheon, North Hamkyung from January 7th to the 13th, orders were made from the central committee indicating a “severe food crisis amidst the people’s army,” reported Japan’s Asia Press on the 22nd.

Lee Joon is the first underground journalist to work in North Korea and has exposed the daily lives of North Korean citizens through video footages, collections of still life photos and voice recordings both nationally and worldwide.

At the people’s unit, an order was made “The food shortage in the people’s army is severe. With a devoted heart to the nation, every family must voluntarily offer food to the army.” Though the orders imply donations as a voluntary act, it is in fact forced upon the citizens or as it implies otherwise, suffer the consequences.

Lee informed “The exact amount of donations were not specified, though citizens are being pressured to increase their offerings as one person was said to have offered 600kg and another even up to 1tn.”

Lee said “Though the army declares a shortage in food, the cost of rice and corn at the markets has not risen in comparison to late November and early December” and commented “There does not seem to be a great shortage in supply as merchants at the markets sell rice imported from China.”

Contrastingly, Lee explained “From a national perspective, it seems that the supply of food had been considered low as international aid was terminated and crop output minimal.”

In addition to this “As the nation does not have any funds, an order was made for each family to invest their money into banks” and again “Though the exact amount was not specified, this order was indisputably forced” upon the citizens, Lee said.

Lee continued “Even 3 years ago, as a 10 years redemption national loan, the people had to support the nation with their funds” and “As there were many complaints from the people, the idea was changed to a look like a savings account. I believe that forcibly collecting money is no different to the national loan.”

At present, as there are many cases where North Korean banks cannot pay interest or capital from investments, any person that does invest in banks is called as a fool. Even though the government enforces a directive, it is unlikely that the people will invest their money in banks.

Lee said “Each person must gather 2.5tn’s of provisions and offer it to the local farms because a task was assigned to increase the output of fertilizer.” and remarked “It’s something that happens often, but it did come earlier than expected.”

“The poor collect excrement from their homes or public places whereas the rich slip through the cracks by either buying goods from the markets or offering bribes” Lee explained.

Complaints are rising against the government’s frequent tasks of offering goods, though “with feelings of discontent (resulting from international sanctions) the government exploits the people as they cannot make any money” Lee said.

In particular, “There is a general consensus amongst the people who now believe that the government is not trying to change the economy (through openness and reform) but only making their lives more difficult” revealed Lee.

North Korean minister sacked over Kim jibe: report

North Korea’s energy minister has been fired because he suggested that the power supply to leader Kim Jong-Il’s guesthouse should be diverted for public use, a Japanese newspaper said Thursday.

Ju Tong-il, minister of power and coal industries, was fired late last year by the leaders of the impoverished Communist state, the evening edition of the Mainichi Shimbun daily said in a story from Beijing.

“Our country’s energy situation is extremely severe,” Ju told a meeting of energy-related officials last spring, according to the daily, quoting unnamed sources close to the North Korean government.

“Or better yet, why don’t we get back electricity fed to the guesthouses of our general?” Ju reportedly suggesting, referring to Kim.

Ju later excused his remarks, saying: “I just wanted to express the fact that our domestic electricity condition is paralyzed.”

But he came under fire from leaders of the ruling Workers Party and was then dismissed, the daily said.

While North Korea’s electrical power supply worsens, North Korea’s Premier Park Bong Ju pushes for the expansion of energy supply and civil electrical support only to receive a personal punishment from authorities or in actual, his position changed.

“As a result of energy and other issues, Ju Dong Il, the Minister of the Electricity and Coal Industry was removed from his position” a Japanese newspaper “Mainichi” reported on the 18th, citing a source related to the North Korean government.

The Minister Ju was known for his proposal on energy made at a policy meeting early 2005 where a comment was made “The electricity situation in our country is seriously grave” and suggested “How about we redirect the electricity from our leader’s personal residence and use that.”

This proposal suggested that the electricity crisis be partly solved by redistributing some of the electricity supplying Kim Jong Il’s numerous personal villas throughout the nation, to much needed industries and homes.

As the Minister Ju realized his comments had set a predicament, he tried to justify himself stating “I simply wanted to express that the country’s electricity is in an immobilized state” but was known to have been reprimanded by the central authorities and his position changed. Since last October, the Ministry of the Electricity and Coal Industry had been separated to the Ministry of Electrical Industry and the Ministry of Coal Industry.

In the same month, Premier Park expressed his concerns on the export of coal to China at a trade conference saying “If this situation continues, our country will be faced with serious implications from the energy crisis. The people will be unable to use their central heating and industries will stop. It would be better to refrain from further exports.” The newspaper also mentioned that Premier Park had gone to the extent of submitting a proposal and that the ministry had even settled on the suspension of coal exports.

However, following the nuclear experiment, the National Defense Commission asserted that the acquirement of foreign currency was an absolute necessity in strengthening the military and strongly urged for the resumption of exports. In the end, the ministry’s decision was overturned and exports recommenced.

Though Premier Park has not yet been replaced, under the orders of authorities, he is known to be spending his time in self-discipline as “for now, revision is necessary.” Though Premier Park’s name is listed on the roll of honors, he has not been seen in the presence of Kim Jong Il.

Succession – A Dictator’s Dilemma

North Korea’s recent nuclear test clearly demonstrates that the Korean peninsula is the crux of Asian Security. The Democratic People’s Republic of Korea (DPRK), North Korea’s official name, poses a range of challenges. Though the nuclear challenge appears to be the most extreme and urgent, developments in the DPRK could lead to violent conventional military spasms or humanitarian disaster, each with consequences as grave as those posed by DPRK weapons of mass destruction (WMD). Regardless of the challenges, Korea’s future has significant ramifications for the balance of power in East Asia and by extension on American security and prosperity. One day, DPRK leader Kim Chong-il will pass the keys to the kingdom and the nuclear launch codes to a successor. Kim’s choice and how he goes about the succession process will impact East Asia for decades and consequently requires significant consideration in US strategic planning.

Effective foreign policy requires an in depth understanding of the historical, social, and cultural context of other nations, their leaders, and their people. Though the DPRK is opaque, much is known about its history and even its people. From what we know we can develop significant insight. However, the balance of what we don’t know requires that we conduct considerable alternative analysis to define a range of possibilities to facilitate effective planning and policy development. Alternative analysis is imperative regarding the succession issue. Though it is nearly impossible to confidently predict who Kim will choose to succeed him, much less the successor’s prospects, analysts can define a range of plausible scenarios which can play a positive role in strategic planning, and leave the US a fighting chance of avoiding strategic surprise.

DPRK CONTEXT. Before analyzing scenarios for DPRK leadership succession, one must first consider the context and circumstances of the DPRK. The dearth of information available on the DPRK and its leaders can lead analysts to over emphasize a given aspect of the DPRK and through this narrow prism turn the DPRK into a caricature. We commonly see this in how the media and others portray Kim Chong-il. Analysts are also at risk of mirror imaging or applying one’s own cultural and historical frames of reference to the DPRK.

The DPRK is a deeply stratified society. An individual’s place in DPRK society is based largely on one’s family history (Songbun) and political reliability. Those with blood connections to Kim Il-sung or those who fought with Kim Il-sung against the Japanese (partisans), and their offspring, comprise the majority of the DPRK’s elites. It is rare for someone without this background to ascend to elite status in the DPRK. Some may gain a certain level of stability, power, or privilege, for example members of the military or scientists, however without the right bloodlines they will not climb to the pinnacle of power in the DPRK.

Despite its societal stratification, there is a shared societal and historical perspective that must be taken into account when thinking about North Korea or North Koreans. Understanding what the DPRK is, or understanding its leaders, requires placing oneself in the historical mindset of a North Korean. The DPRK is the most Orwellian society the world has ever known. The DPRK is not a communist nation; certainly not in the sense of Marx or the perversion of Marx that was the Soviet Union. North Korea has never known a pluralistic political system, much less democracy.

For nearly its entire history Korea has been a feudalistic society, constantly on the edge of survival at both the societal and individual level. Korea has been under constant threat of invasion. Koreans have struggled merely to subsist, with bouts of hunger or famine a common occurrence. Even in South Korea, stability, to say nothing of prosperity, is a recent development. It is only in the last 20 to 30 years that South Korea moved beyond its history.

Even for the most elderly of today’s North Koreans, the historical context is Japanese colonization, Korean War, emerging totalitarian state under Kim Il-sung, relative stability, Kim Chong-il’s accession to power, famine, and economic depression. North Koreans lack outside information and thus lack the basis for comparative thought about their society. Of course, comparative thought about politics presumes the freedom, sustenance, energy and time required to engage in political thought or activity. Only the elite in the DPRK are positioned to have the luxury of political thought, and they are the stakeholders in the current system.

Though it is difficult to understand from an American perspective, many in the DPRK, including its leaders, do genuinely fear the United States and for that matter other foreign powers including Japan and perhaps even China. This is based on Korea’s history of being subject to multiple foreign conquests and leads to the desire for self-sufficiency. Kim Il-sung very effectively manipulated this historical perspective and Kim Chong-il continues to do so.

DPRK CIRCUMSTANCES. The DPRK is in dire straights. A crumbling infrastructure, local ad hoc solutions to problems and corruption are the common denominators of government, economy, and society. Resources, privileges and even security are obtained through barter or by outright buying the services of a corrupt official. Almost everyone is corrupt from the lowest private in the Army to the senior members of the Korean Workers Party.

The DPRK remains a pervasive police state with a population that lacks even the most rudimentary elements of a functioning civil society. Though corrupt, the security services are powerful. While individuals within the security services are “for hire,” when the regime is threatened the security services can mobilize quickly and effectively against individual or group opposition, real or perceived.

Still, KCI cannot take for granted the continued effectiveness or loyalty of the security services. Although Kim has multiple security services to perform checks and balances, eventually the deterioration of ideological integrity, to say nothing of ruinous state of physical infrastructure and corruption, are emboldening entrepreneurial security personnel. More mischief is possible, and emboldened individuals are more likely to seek out other like-minded individuals, at first for profit, and then perhaps for power.

At this point it appears that members of the security services are happy to simply use and abuse their positions to survive, or in the case of senior members enrich themselves. However, the security services as a whole, and their individual members, will face tough questions about their futures deriving from succession. Some may still consider a successor in ideological terms. Is the successor worthy? Pure enough? Others may consider the successor in terms of their position in the security services and the maintenance of their privileged positions in society. Is the successor capable enough? Will they be demoted or purged? How the security services react to the successor issue will be a key determinant to the successful installation of a successor, and ultimately the stability of the DPRK.

DPRK ELITES. North Korea’s elites face a paranoid, schizophrenic existence. This is not to suggest that KCI, or other DPRK elites, suffer from mental disease. Though it is not unreasonable to believe that like people everywhere, even leaders, that some North Korean leaders suffer from mental illness. Rather, elites in the DPRK have much to loose in the event of political change and corresponding to the stakes are at best anxious and likely paranoid about maintaining their positions. The only person who is secure in his position in the current regime is Kim Chong-il.

Chang Song-taek is married to Kim Chong-il’s younger sister Kim Kyong-hui. Until 2003, Chang was considered the second most powerful man in the DPRK, and held the title of first deputy director of the Organization and Guidance Department. In 2003 KCI had Chang arrested. No one is certain as to the reasons for Chang’s fall from power, but speculation exists that Chang had been too overt in his support of Kim Chong-il’s oldest son, Kim Chong-nam, in the race for succession. Even though Chang has been rehabilitated and returned to a position of power, his situation shows that no member of the DPRK elite is secure. The security apparatus is ever present and mistakes often lead to a concentration camp or death.

North Korea’s elites face incredible challenges and pressure. They must at once protect their own interests and also take actions that preserve the regime, which is the source of their relatively privileged existence. These two goals are often at odds, and may even be mutually exclusive. North Korean elites must apply the filter of Juche ideology to their actions and/or be prepared to explain or justify actions in ideological terms.

Elites in the DPRK share in common with elites everywhere a calculating nature and wish to position themselves and their allies to survive and prosper in the future. For this reason, it is imperative for elites in the DPRK to analyze the succession issue, and conduct their affairs so as to maintain favor with KCI, but also be at the vanguard of a successor’s regime.

Some elites may reach the conclusion that Kim Chong-il’s successor has little chance of consolidating power. Such a determination requires not only confidence in predicting who KCI will choose, but also mandates determining who will be powerful enough to supplant the successor. Following is the even trickier task of currying favor with KCI, the individual they believe KCI will choose to succeed him, and the individual who they believe will actually take power.

At the top of the elite and the pinnacle of the succession issue is Kim Chong-il. Almost all of the analysis of the succession issue assumes that Kim will choose a successor and that it will be one of his sons. However, Kim has surprised us in the past and will likely do so again. Before moving on to consider a range of options available to KCI in terms of choosing a successor, it would help to more specifically consider the context and circumstances of Kim Chong-il.

KIM’S CONTEXT AND CIRCUMSTANCES. Even though we are not really able to understand how KCI views the world, we can roughly understand the context and circumstances in which KCI exists. Kim presides over a failed, if not collapsed, state. While North Korea’s military remains intact, it is not the existential threat to South Korea that it once was. Kim’s security services are effective, perhaps too effective. Kim must have multiple security services, not to produce the best intelligence or efficiently secure the state, but to watch one another.

China, North Korea’s one remaining ally of any significance, supports the DPRK for negative reasons. China doesn’t want to deal with the humanitarian consequences of a complete DRPK collapse. KCI and other DPRK elites must consider that China has significant potential to play an active role in the DPRK’s succession dilemma, and has ample motive to do so. Still, China is unlikely to be overt and direct in the application of its influence, knowing that doing so could prompt a backlash. However, China can indirectly bring its influence to bear on who KCI chooses as successor by providing access to resources and senior Chinese leaders to select North Korean elites. It is also likely not lost on DPRK elites that China has the capability to more directly intervene in North Korean politics should its vital interests be threatened.

South Korea is in much the same position as China in that it does not wish to deal with the humanitarian consequences of a complete DPRK collapse. However, South Korea has a significant financial stake and also a much more “personal” stake in the DPRK’s future. Collapse or violent military spasm on the part of the DPRK will be hugely costly to the South both in financial and human terms. Due to North Korea’s desperate situation, one cannot rule out that the DPRK could lash out, but truly North Korea’s only effective remaining leverage is the gun it holds to its own head (collapse) and the nuclear tipped missiles it claims to point elsewhere.

Although other countries disagree with US policy toward the DPRK, this does not mean they support the DPRK. Unfortunately for Kim, Japan, the one country that is most able to help the DPRK in the short term with cash and resources, is not inclined to do so for a variety of reasons, including the DPRK nuclear and missile threat to Japan, DPRK international criminal activity, and past DPRK abductions of Japanese citizens. About the only thing that may motivate Japan to reconsider its stance is the prospect of normalizing relations in the near-term to pay out its World War II reparations prior to a collapse of the DPRK to avoid potentially more responsibility in the event of a collapse and absorption of the North by the South.

KCI likely understands the Chinese, Japanese and South Korean perspective. Thus KCI likely appreciates not only the dire domestic straights of the DPRK, but also its grim international position.

NOT HIS FATHERS SON. Though Kim Il-sung (KIS) is not the man that DPRK propaganda portrays him to be, and though he is guilty of horrible crimes against humanity, Kim Il-sung did fight the Japanese and suffered in doing so. Through cunning and calculation, as well as brutality, KIS led the DPRK into existence. For much of the first half of its existence, the north outperformed the south. After the Korean War, life improved for many North Koreans under KIS and there was relative peace and the possibility of future prosperity. Still in spite of his power and the genuine love and respect of many in the DPRK, Kim Il-sung spent the better part of 20 years preparing to transfer power to KCI.

Kim Chong-il lacks the credibility and stature of his father. KCI never served in the military, much less fight in a war. Though he has displayed cunning and brutality, he did not overcome challenges on par with those faced by his father. Instead, whether it was completely his fault or not, since KCI assumed power in 1994, the DPRK has suffered military decline, economic failure, famine, and even in at least one case, organized resistance from the segment of society it most relies on, the military.

KCI faces significant challenges with respect not only to the succession issue, but generally with respect to running the DPRK. Conventional analysis assesses that KCI will choose a successor and that he will choose his second son Kim Chong-ch’ol. There is nothing that starkly contradicts the conventional wisdom, however, there is nothing that boldly confirms it either.

CONVENTIONAL WISDOM. There are three acknowledged sons of Kim Chong-il. In order from oldest to youngest, KCI’s sons are Kim Chong-nam, Kim Chong-Ch’ol, and Kim Chong-un. The conventional wisdom holds that KCI will opt for one of his sons to succeed him, probably Kim Chong-ch’ol (KCC).

Until embarrassing his father in 2001 by being arrested in an attempt to visit Tokyo Disneyland, KCI appeared to favor Kim Chong-nam, even though there were few outward signs that a formal succession process had begun. Kim Chong-un is not considered a serious contender, if for no other reason than his age and the presence of two older brothers.

In the past year or so Kim Chong-ch’ol (KCC) has emerged as the front-runner. Indicators include Workers Party of Korea Central Committee Secretariat Instruction No. 0101 (Reported in South Korean Weekly Chosun magazine March 2006). According to this instruction, Kim Chong-ch’ol is the party’s nerve center.

There are several reports, conflicting in detail, but consistent in stating that KCC occupied a formal government position and that he has advanced to a more senior position. Pins and portraits of KCC have appeared, and the KWP has issued instructions on their wear and display. Additionally, some of KCC’s associates accompanied KCI on trip to China to observe economic development, and KCC himself has been in Europe on official business.

Even if KCI has resolved to anoint KCC as successor, that is not a guarantee that the succession itself will go smoothly or that KCC will be able to consolidate power. Many segments of the power elite will view KCC as weak. So long as Kim Chong-il remains a force to be reckoned with, opposition to KCC as successor would be controllable. However, as Kim becomes infirm or dies, challenges to KCC will mount. This will force KCC to share power or do the bidding of factions whose support he requires, presumably the security services or military.

Knowing that KCC may or will not be able to go it alone, KCI may opt to install KCC as ruler of the DPRK, but only as a front man for others who will actually wield power. There may be liberal elements of the power elite who favor Chinese like reform. Should they support KCC, they might be able to begin reviving the DPRK, particularly if they are willing to take steps to gain legitimacy in the international community. On the other hand, factions of the DPRK elite pessimistic about their status in a reformed DPRK, concerned that KCC is too weak to control factions hostile to them, or critical as to KCC’s ability to control the country as could seek to overthrow KCC or force him to keep the DPRK on its present course.

There are other mo[r]e Machiavellian possibilities. KCI may be using KCC to flush out dissent, in effect using KCC as a lightening rod. Due to Kim’s advancing age, questionable health, and the poor condition of the DPRK, many elites are likely questioning their future prospects in terms of not only prosperity, but also basic stability and even survival. At some point, for example if KCI should become infirm or seriously ill, the concerns of the DPRK elite could reach a tipping point. It would be prudent to flush out the most disaffected among the North Korean elite now, rather than later. To this end KCC could serve as a useful target and distraction.

ALTERNATIVE ANALYSIS. KCI in his switch from Kim Chong-nam to Kim Chong-ch’ol demonstrated that he is flexible with respect to his choice of successor and has not taken any irreversible steps in designating KCC as successor. However, this will be the 2nd succession in the DPRK and thus there is little ground to talk about patterns or precedent. Conventional wisdom has often not held when analyzing the DPRK, making alternative analysis imperative.

It is important to remember that Kim Il-sung (KIS) spent 20 years preparing for KCI to assume power, and still upon Kim Il-sung’s sudden death in 1994 it took several more years for KCI to consolidate power. Between KCI’s health and the challenges faced by the DPRK it is not at all certain that KCI has 20 years to lay the foundation for one of his sons to assume power, assuming that this is what KCI actually intends and that it is possible to accomplish another hereditary transfer of power.

If not Kim Chong-Ch’ol then who? What other options are there for KCI? Is the choice entirely Kim Chong-il’s to make? KCI lacks the stature of Kim Il-sung and the DPRK faces significant challenges. Even Kim Il-sung faced resistance in installing his son as ruler. KCI will face challenges greater than those faced by his father, and from a weaker position in terms of his credentials, the current situation in the DPRK, and his very legitimacy.

North Korean society is still rooted in Confucian values, even though those values are distorted by North Korea’s ideology (Juche). Thus other Kim family members warrant consideration, including Kim Chong-il’s daughter Kim Sol-song, his half brother Kim P’yong-il, and Chang Song-t’aek or Chang’s children.

Kim Sol-song is Kim Chong-il’s daughter by Kim Yong-suk (Kim Chong-il’s official wife and the only one recognized by Kim Il-sung). There are reports that she currently handles important aspects of her father’s life, including his personal security. Even if not succeeding KCI she could act in a powerful supporting role, even key decision making role, to Kim Chong-ch’ol, or other successor.

Kim P’yong-il is KCI’s half brother. By some accounts, Kim P’yong-il is everything that KCI is not. P’yong-il was an active duty military officer that had genuine respect from many in the military. It is not entirely clear how KCI edged him out as successor, but it is conceivable that Kim Il-sung favored KCI, viewing P’yong-il as a threat. It is also likely that P’yong-il is not ruthless enough to rule the DPRK. Since 1988 P’yong-il has served in a series of ambassadorships, primarily in Europe.

Bearing in mind the North Koreans mindset, P’yong-il would make a good transitional figure. He carries the Kim name, and perhaps continuity with Kim Il-sung’s interrupted dreams for the DPRK. While he would certainly face opposition from segments of the elite, P’yong-il has a huge advantage in that he would likely garner the support of the military. There is a good chance based on his personal background that P’yong-il would change the course of the country. Of course KCI won’t choose P’yong-il, but in the event that Kim fails to entrench a successor, waits too long, or simply does not choose, P’yong-il becomes viable for segments of the elite concerned about their future status.

Chang Song-t’aek is married to Kim Chong-il’s sister Kim Kyong-hui and has powerful family ties to the military. Though recently purged and rehabilitated, Chang has been and is now again a powerful player in the DPRK. Even if he is unlikely to succeed KCI, Chang can still influence the succession issue. KCI might have purged Chang due to Chang’s view on the succession issue, but a rehabilitated Chang will likely not have changed his mind on the subject, but now knows to be more careful.

Chang’s children carry as much of Kim Il-sung’s blood as the children of KCI. There are not presently any signs that Chang’s children are under consideration, at least as far as KCI is concerned. However, they are out there and should KCI loose control over the process, or should other alternative scenarios play out, Chang’s children are viable alternates, particularly as a figure head for a king maker.

BEYOND FAMILY. There are other forces beside Confucianism at work in the DPRK, thus requiring consideration of other succession scenarios including king maker/power sharing, alternate successors, and even that Kim may have no intention of choosing a successor.

Realizing that any one individual is not likely to be powerful enough to rule, KCI may intend to set up a kingmaker(s) to support his successor. KCI may even prefer that his successor require behind the scenes support. If his chosen successor will be too weak to supplant him, KCI can be confident that he can continue to exercise power out front or behind the scenes until his death. Further, KCI could co-opt some of the most effective challengers to his successor and reward them for present good deeds, helping to ensure loyalty.

It is conventional wisdom that KCI desires to anoint one of his sons, or at least a relative, as the next leader of the DPRK. What if he doesn’t? There are scenarios where it is not beneficial to KCI to see one of his blood relatives assume power.

KCI is almost certainly aware that his sons might not be competent enough or ruthless enough to run the DPRK. Even if KCI is still alive and active, he may be unable to stave off his opponents once a successor is appointed or operating. This could have dire consequences for KCI.

History weighs heavily on the minds of dictators, and the fate of other dictators, such as Romanian leader Ceausescu or Cambodia’s Pol Pot likely weigh on Kim’s mind. KCI could seek a successor with the requisite competence to ensure that he doesn’t meet a similar fate. This may lead Kim to choose someone other than his sons. Such a choice, though not comporting well with Confucian values, might ultimately serve KCI well.

Moving further along the spectrum of alternative analysis, what if the most prudent move for KCI is to not name a successor at all. The mere act of naming a successor creates a focal point for opposition. Ironically, at the same time, naming a successor could also set of[f] infighting to curry favor with the chosen successor at Kim’s expense drawing from Kim’s power base. Those patient and shrewd enough could hold fast making a power play at a point in time where KCI is weakening, but the successor is not strong enough to consolidate power.

Alternative power bases might not matter if the successor is not competent enough to consolidate power. The weakened state of the DPRK and Kim’s lack of legitimacy compared to his father could lead Kim to plan to die in office or abdicate at some point to avoid empowering and facing potential adversaries while still in office; something which could lead to his own demise.

One final possibility deserves consideration. KCI could die suddenly as did his father. For the US and the DPRK’s neighbors, the key concerns remain the same and center on DPRK WMD and the possibility of extreme instability that could result in outward military spasms or complete collapse.

Under a sudden death scenario, whatever steps had been made toward anointing a successor may not matter. Opponents to KCI’s choice may likewise be neutralized. It could all boil down to which of the key players learns of KCI’s death first, and whether or not they can control the news, acting quickly to capitalize on their first mover’s advantage. A particularly ruthless individual could quickly act against the key players most threatening to them, changing the whole power dynamic, regardless of whether they are ultimately successful in assuming power. It is difficult to analyze what KCI might do in terms of a deliberate succession process. It is close to impossible to analyze how a sudden death scenario would play out.

The recent nuclear tests serve to highlight the importance of the succession issue to the US and the DPRK’s neighbors. While external reasoning may have lead KCI to test a nuclear device, it is more likely that internal considerations are driving decisions not only on WMD development, but also on the issue of leadership succession in the DPRK. It is even possible that KCI conducted the nuclear test to shore up his legitimacy by doing something his father never managed to accomplish. Possibly due to concerns over succession or just internal dynamics, KCI may also have conducted the tests to strengthen his domestic powerbase and position with the military.

No matter what KCI decides in terms of succession, the consequences could include a twenty something year old leader with nuclear weapons or a collapsed state ultimately resulting in a re-unified nuclear Korea. Regardless of how the succession issue plays out, Korea will continue to be integral to US and East Asian security and prosperity.

Paek the Opaque: Another Old North Korean Bites the Dust

Everyone is famous for 15 minutes, at least according to the late American pop artist and cultural icon Andy Warhol.

For Paek Nam Sun, that was literally true. North Korea’s foreign minister since 1998, who has just died, hit the headlines just once in all his 77 years – and then only on the inside pages, mainly of the regional press in Asia.

That was in August 2002, when for a quarter of an hour Paek sipped coffee with his rather better known US opposite number at the time, Colin Powell. The place was Brunei; the occasion, the ASEAN Regional Forum (ARF).

Senior American and North Korean leaders rarely meet at the best of times, which this was not. Earlier that year, President George W Bush had famously labeled Kim Jong Il’s regime, along with Iran and Iraq, as part of an “axis of evil”. So for his Secretary of State to dally thus with the enemy, even briefly, raised eyebrows in some quarters.

We know now, as suspected at the time, that Powell was keen to engage North Korea. But vice-president Dick Cheney was dead against, and Cheney had Bush’s ear.

Any hopes of renewed dialogue were dashed later in 2002. Accused by Washington of a second, covert nuclear programme, North Korea restarted its first one precipitating a crisis that continues, climaxing (so far) in its testing a nuclear device on October 9.

Paek low in the pecking order

With the nuclear crisis ongoing, we might have expected to see more of Paek Nam Sun. But they do things differently in North Korea.

A senior diplomat (and sometime ambassador to Poland) who had also been active in early contacts with South Korea since the 1970s, as foreign minister the genial Paek was a largely ceremonial figure: trundled out for occasions like the ARF. As such he was in Kuala Lumpur last July, where he reportedly also had medical treatment.

Serious negotiations, on the other hand, were and are the province of Paek’s nominal deputies: two above all. The better known is deputy foreign minister Kim Kye Gwan, who heads Pyongyang’s delegation to the on-off six party nuclear talks. A skilled and confident negotiator, Kim even gave an unscripted if brief press conference after the latest round of talks, held in Beijing last month, ended inconclusively.

But the real heavy hitter is first vice foreign minister Kang Sok Ju. He it was who negotiated the October 1994 US-DPRK Agreed Framework (AF); defusing an earlier North Korean nuclear crisis (plus ca change), back in the Bill Clinton era, which in mid-1994 had come perilously close to unleashing a second Korean War. If the six-party process ever gets anywhere, which is doubtful, Kang will be wheeled on again. For now, the more junior Kim Kye Gwan does the honours.

Puzzling pseudonymy

So Paek Nam Sun’s passing will hardly send a tremor through North Korea’s foreign policy. But it does shed light on the curious way they order matters in Pyongyang.

For one thing, what was his real name? The man who first showed up in the 1970s for Red Cross talks with South Korea was known as Paek Nam Jun. But after he became foreign minister, the J mysteriously morphed into an S.

Peculiar, but not unique. Ri Jong Hyok, Pyongyang’s current point man for ties with Seoul, was Ri Dong Hyok in the 1980s when he headed North Korea’s quasi-embassy in Paris. There are several other such cases. It’s hardly a disguise, so what gives?

(En passant, the French connection is intriguing. Nominally the last EU state to resist full recognition of the DPRK, in practice France has hosted a North Korean legation since the 1970s. And both Kang Sok Ju and Kim Kye Gwan majored in French: the traditional language of international diplomacy.)

Dying off

Another oddity: North Korean elites hardly ever retire. Like Paek, they mostly die in post, often at an advanced age. Communist regimes tend to gerontocracy: think China, at least until recently. But North Korea has taken this, like most things, to extremes.

Since Kim Jong Il succeeded his father Kim Il Sung as leader in 1994, the nominally ruling communist party, the Worker’s Party of Korea (WPK), seems to be frozen – at least at the top. No new appointments to the Politburo have been announced in over a decade. Instead its ranks have been thinned by the remorseless march of mortality.

Latest to go was Kye Ung Tae, who as KWP secretary for national security wielded far more power than Paek Nam Sun. Kye died of lung cancer on November 23, aged 81. That leaves just six full Politburo members. One anti-Japanese guerilla veteran and honorary vice president Pak Song Chol passed 93 last September. Three others are over 80. Titular head of state Kim Yong Nam turns 79 on February 4, just before the “dear leader” Kim Jong Il a mere lad by comparison reaches his 65th birthday.

That would be retiring age in most normal countries. But Kim Jong Il has yet to name a successor, among several competing sons and other contenders. His health is said to be not of the best although such rumors have proved premature in the past.

A nuclear North Korea is indeed a worry, but it is not the only one. The world, and even Pyongyang, will take the death of Paek Nam Sun (who?) in its stride. But Kim Jong Il could go just as suddenly. In that case all bets for North Korea would be off.

Every January 1, three leading DPRK publications (Rodong Sinmun, Josoninmingun and Chongnyonjonwi ) issue a “joint editorial” that is the North Korean equivalent of the “State of the Union Address”…So here are some excerpts from 2007:

A worthwhile advance has begun in the country at the hope-filled New Year.

Last year, 2006, was adorned as a year of great victory, a year of exciting events, in which the dawn of a great, prosperous and powerful socialist nation was ushered in.

Cheers over the victorious Songun idea and politics resounded all over the land last year.

The invincibility and rosy future of the Korean revolution rest on Songun. The army and people of Korea, under the unfurled banner of Songun, have won victory after victory in the showdown with the United States and in safeguarding socialism, and consolidated their self-defensive capabilities for the supreme interests of their country and the destiny of their nation.

That we have come to possess a nuclear deterrent was an auspicious event in the national history, realization of our people’s centuries-long desire to have a national strength no one could dare challenge. Last year’s victory testifies that our army and people were right out and out to have invariably followed the road of Songun over the past 10-odd years in the face of severest trials.

Last year was a year filled with pride, a year in which an epoch-making phase was opened for the building of a great, prosperous and powerful nation.

Gaining great confidence from the dawn of victory ushered in by the Party, our servicepersons and people waged a heroic struggle and thus achieved brilliant successes in all fields. In the tempest of the general advance of Songun revolution, the single-hearted unity of the servicepersons and people around the leadership of the revolution was consolidated in every way possible, and a springboard for a fresh leap forward in economic construction was secured.

Last year witnessed successes indicative of the resourcefulness and superiority of our nation.

Our scientists and technicians, with burning revolutionary enthusiasm and creative talent, performed exploits noteworthy in history–they broke fresh ground for the cutting-edge science and technology and consolidated the country’s strength. Our proud sportspersons achieved outstanding successes in women’s football and other international sports games, displaying to the full the mettle of the nation and bringing a great joy and encouragement to our servicepersons and people. Masterpieces demonstrating the new looks of art and literature of the Songun era were created, and traditions and customs unique to the nation greeted further efflorescence in all domains of social life.

The fact that 2006 was adorned with successes and exploits worthy of recording in the annals of our revolution and nation is a demonstration of the sagacity of our Party’s leadership.

Our Party steadfastly maintained its independent and principled stand even in the trying situation in which the country’s security faced grave challenges, and led the entire Party, the whole country and all the people confidently to a general advance for a fresh leap forward. The leadership of respected Kim Jong Il, who, by dint of correct strategy and tactics, art of outstanding leadership, and unexcelled courage and pluck, coped with the encountering challenges and turned unfavourable circumstances into favourable ones, was a decisive factor in all successes and miraculous events.

On the road of his tireless Songun-based leadership, the overall strength of our nation was remarkably consolidated and the day of a great, prosperous and powerful nation has dawned. The grand celebration last year of the 80th anniversary of the founding of the Down-with-Imperialism Union was a proud display of the fact that continuity of the Korean revolution is definitely assured by Kim Jong Il.

The true record of revolutionary activities of respected Kim Jong Il and his imperishable historical exploits of having raised the position of socialist Korea to a highest level by braving all manner of difficulties in the van holding aloft the great banner of Songun, and adorned the year 2006 as a most glorious year in the history of the building of a Juche-oriented great, prosperous and powerful country, will be handed down to posterity.

The year 2007 will be a year of great changes, a year which will usher in a new era of prosperity of Songun Korea.

Kim Jong Il said:

“It is an unshakable determination of our Party and unanimous desire of our army and people to demonstrate to the whole world the dignity of the nation by building on this land a great, prosperous and powerful socialist country which embodies the Juche idea in an all-round way.”

This year we are greeting the 95th birthday anniversary of President Kim Il Sung as a grand national event.

Kim Il Sung is the founder of socialist Korea, and the eternal Sun of Juche in the cause of the masses for their independence. The glorious history of victorious advance of our socialist Korea and today’s prosperity of Songun Korea, which is demonstrating its dignity to the whole world, are associated with his august name. We must make this year a year of greater efflorescence of his wish for a prosperous and powerful country, a year of brisk activities across the country.

The sacred revolutionary career of Kim Il Sung is a history of Songun-based leadership in that he devoted his greatest effort to the strengthening of the country’s military capabilities. We must celebrate the 75th anniversary of the founding of the Korean People’s Army as an all-people event that demonstrates the invincibility and bright future of the Songun revolution.

Our revolution which started under the banner of the great Juche idea, Songun idea, has greeted a new historic phase. The present new era is a worthwhile era of ushering in an all-round efflorescence of national prosperity on the basis of the victories and success of the Songun revolution registered in the history of the nation. We have the great guiding ideology, invincible single-hearted unity and powerful war deterrent tempered in the flames of the Songun revolution. The present reality, in which all conditions for leaping higher and faster are created, demands that we launch the revolutionary advance more vigorously to achieve the high objectives of the building of a great, prosperous and powerful socialist nation.

“Usher in a great heyday of Songun Korea full of confidence in victory!”–this is a slogan we should hold in struggle and advance.

We should wage a dynamic offensive campaign to build a socialist economic power.

Building an economic power is an urgent demand of our revolution and social development at present times and a worthwhile and historic cause of perfecting the looks of a great, prosperous and powerful nation. We should concentrate national efforts on solving economic problems, so as to turn Songun Korea into a prospering people’s paradise.

The main task in the present general march is to direct primary effort to rapidly improving the people’s standard of living and at the same time to step up technical reconstruction to put our economy on a modern footing and display its potentials to the full.

We should brilliantly realize the noble intention and plan of our Party, which regards the improvement of the people’s standard of living as the supreme principle in its activities.

We should, as in the past, keep up farming as the great foundation of the country and make an epoch-making advance in solving the problem of food for the people. The officials and working people in the agricultural sector should fully discharge their responsibility and role as masters in implementing the Party’s policy on making a revolution in agriculture, and bend a dynamic effort to doing farm work on their own.

We should decisively improve the production of consumer goods by waging a revolution in light industry. We should run light-industry and local-industry factories at full capacity and steadily increase the variety and quality of consumer goods by tapping to the maximum the latent resources and potentials in all sectors of the national economy. We should ensure that the bases of stockbreeding, fish farming and production of primary seasoning built through much effort prove effective so that the people can enjoy their benefit. We should continuously improve distribution of commodities and service work as required by the intrinsic nature of a socialist society and thus evenly provide the people with essential consumer goods of high quality. The officials of all units should pay close attention to supply service work for their employees. The public health sector should implement the Party’s policy on public health to ensure that the people can enjoy more benefit of the socialist health care system.

Power, coal-mining and metal industries and rail transport, the four vanguards of the national economy, must take the lead in building an economic power. Bearing deep in mind a high sense of responsibility they have assumed in the building of an economic power, the officials in the power and coal-mining industries should decisively ease the strain on electricity and coal. The sector of metal industry should increase the production of iron and steel by consolidating its Juche character and accelerating technical reconstruction. The sector of rail transport should fully meet the ever-growing demand for transport through efficient organization and command and iron discipline and order. National efforts should be geared to bolstering up the four vanguard sectors with the whole country engaged in giving an active assistance to them.

With a foresight into the distant future of economic development, we should give priority to geological prospecting, develop energy and other resources under a long-range programme, and treasure and protect the country’s resources as best as we can. Mining, machine-building, chemical, building-materials and forestry sectors should make steady efforts to revitalize their production.

Monumental edifices and other major projects of the Songun era should be built on the quality-first principle as required by the new century. The building sector should observe technical regulations and apply standard building methods in construction, and make buildings formative and artistic.

Cities, including Pyongyang, and rural villages across the country should be built up as required by the Songun era and land administration should be undertaken efficiently, to turn the country into a socialist fairyland.

The Juche-oriented idea, theory and policy of our Party on the economy are a definite guideline in the construction of an economic power. We should solve all problems arising in improving the economic work and the people’s standard of living on the basis of our Party’s idea and theory on the economy, which reflect the requirements of the Songun era, the IT era.

We should run the economy by our own efforts, our own technology and our own resources with a determination that we must build a socialist paradise by ourselves. We should make the most of the solid foundations of production and potentials existing in all sectors of the national economy. We should smash the imperialists’ despicable schemes for sanctions and blockade by dint of strong self-respect and pluck.

Thoroughgoing implementation of the Party’s policy of attaching importance to science and technology is a sure guarantee for the construction of an economic power. Latest science and technology, combined with the great revolutionary ideas of our Party, will bring about startling changes. All sectors and units should put themselves on a modern footing by drawing on the latest science and technology. Scientists and technicians should develop the cutting-edge science and technology in a short span of time in the revolutionary spirit of soldiers and in their way of work, so as to definitely guarantee the building of a great, prosperous and powerful nation by means of science and technology. All sectors and units should bring science and technology close to production, and unfold a mass drive for technical innovation.

We should undertake technical upgrading of the national economy, production and management activities by the method of motivating competent scientists and technicians. Effort should be channelled to education, so as to train in a great number talented people who will shoulder the building of a great, prosperous and powerful nation.

Holding aloft the banner of Songun, we should continuously exert a great effort to strengthening the defence capabilities.

Songun is the life and soul of our country and people and the dignity of our nation. In the future, too, we must hold fast to the Juche-based Songun idea and line as an invariable guiding principle of the Party and the revolution. We must never forget the trying days when we had to defend the lifeline of socialist Korea with a do-or-die determination, and defend the achievements of the Songun revolution gained at the cost of blood.

The People’s Army that constitutes the key force in the independent defence capabilities should be steadily strengthened politically and ideologically, militarily and technically.

It is the pillar of the socialist military power and the strong vanguard for national prosperity.

It should make a sweeping turn in its efforts for combat readiness and efficiency this year marking the 75th anniversary of its founding, so as to continually brighten its glorious history and tradition as an elite revolutionary army that has won victory after victory under the command of the generals of Mt. Paektu.

The patriotic zeal and militant mettle of the People’s Army should be given full play in the place of the Party’s concern, the forefront of socialist economic construction. The men and officers of the People’s Army must give full scope to their revolutionary soldier spirit, the might of which has been tempered in the crucible of the Songun-based revolution, exalting their honour as the major driving force of the Songun-based revolution in the struggle for national prosperity and people’s welfare.

It is important to develop rock-solid our great army-people unity, the first of its kind in the world. The climate of people supporting the army and the latter helping the former and the oneness of army and people in terms of ideology and fighting spirit should be promoted. Constant importance should be attached to the military affairs so that all the people would acquire military knowledge and the entire country be turned into an impregnable fortress. Primary efforts should be concentrated on the development of munitions industry for steady consolidation of the material foundations of our military capabilities.

We should strengthen in every way the unity of revolutionary ranks in ideology and purpose, so as to demonstrate the might of our country as a political and ideological power.

The revolutionary leadership is the centre of unity, centre of leadership, and also the symbol of strength and dignity of Songun Korea. The whole Party, the entire army and all the people should loyally uphold the idea and guidance of the leadership, cherishing an unshakable spirit of defending their leader at all costs. They should all become ardent fighters, who trust and follow only their leader and share his idea, purpose and destiny on the road of arduous struggle for accomplishing the Juche-oriented revolutionary cause.

Socialist construction advances amidst sharp class struggle. We should deal a merciless blow to the enemy’s psychological warfare and their attempt for ideological and cultural infiltration aimed at undermining socialism of our own style from within. The revolutionary principle, the principle of the working class, should be strictly maintained in all fields of the revolution and construction.

The present stirring situation demands that a radical innovation be made in ideological education. We should get rid of formalism and stereotype in ideological work, to conduct all types of ideological work in a novel manner as required by the Songun era. Positive examples manifested among Party members and other working people should be found out and given wide publicity. Art and literary works, mass media and all other information and motivational means should be enlisted in aggressive ideological education.

A decisive guarantee for victory in this year’s campaign is in undertaking the organizational and political work and command in a revolutionary way, arousing the entire Party, the whole country and all the people to the general advance for the thriving country.

The Party should be strengthened, and the militant role of Party organizations enhanced continuously.

The entire Party should display to the full a strong sense of organization and discipline by which it moves as one in accordance with the ideas and intention of its leader.

Our Party is a party striving to build a great, prosperous and powerful nation, and a mother party that serves the people. All Party organizations, in line with the mission of our Party and its fighting objectives, should gear their work to bringing about radical innovations in economic work and improving the people’s standard of living.

To work miracles and make innovations in this year’s general advance, Party organizations at all levels should conduct the Three-Revolution Red Flag Movement as the work of Party committees and push ahead with the movement by motivating the working people’s organizations.

It is important to develop a higher sense of responsibility among the officials of economic institutions, including the Cabinet, and enhance their role in bringing about a fresh turn in the building of a great, prosperous and powerful socialist nation.

The Cabinet should carry on economic operation and management in a responsible manner with strategic insight in conformity with its important position and mission to steer the socialist economic construction.

This year’s general advance is calling on young people to make unprecedentedly heroic efforts and perform great feats.

They are masters of a great, prosperous and powerful nation of the future and the most vital combat unit in implementing the cause of the Party. Greeting the 80th anniversary of the formation of the Young Communist League of Korea, youth league organizations and young men and women should staunchly defend President Kim Il Sung’s achievements in the Korean youth movement and the traditions of the movement and add brilliance to their honour as a reserve force and a special detachment of the Supreme Commander.

The youth should volunteer to work at labour-consuming sectors including the construction site of the Paektusan Songun Youth Power Station to display their mettle and feats. They should render distinguished services for the Party and motherland to become youth heroes and patriotic youth praised by the people.

Organizations of trade union, agricultural workers’ union and women’s union should intensify ideological education of their members in line with the requirements of the developing reality and inspire them to the general march for the building of a great, prosperous and powerful nation.

The dawn of reunification is breaking on this land with over six-decade history of division.

Last year witnessed the demonstration of the vitality of the independent reunification movement and the might of the June 15 reunification era. Holding aloft the banner of the North-South Joint Declaration, and under the slogan of independent reunification, peace against war and great national unity, all the fellow countrymen unremittingly followed the road to national reunification, foiling the frantic anti-reunification moves towards war of bellicose forces within and without. Last year’s reality reaffirmed that the Korean people of the same stock are a dignified nation with a strong sense of national self-respect and no force on earth can check the current of national history advancing towards a great, prosperous and powerful reunified nation.

The three principles of national reunification–independence, peaceful reunification and great national unity–put forth by President Kim Il Sung, the Sun of the nation, are the immutable guideline in the cause of reunification, and it is the unshakeable will of Kim Jong Il to realize reunification in our generation true to the instructions of the President.

This year all the fellow countrymen should hold high the slogan, “Add brilliance to the June 15 reunification era by attaching importance to the nation, maintaining peace and achieving unity!”

The stand of attaching importance to the nation should be maintained steadfastly.

To attach importance to the nation is a basic stand and motto the Korean compatriots who are subjected to division and war by foreign forces should hold fast to. Neither outside forces nor ideal can be put before national interests. National demand and interests should be regarded as an absolute yardstick in dealing with all the affairs, and the principles of maintaining independence and giving priority to and defending the nation in the face of any pressure and blackmail of outsiders should be advocated. Inter-Korean relations and reunification movement should be developed in accordance with the ideal of “by our nation itself”. Proud of being a homogeneous nation with a 5,000-year-long history, all the Korean compatriots should preserve the Juche character and national identity and categorically reject the US interference in, and obstructive manoeuvres against, the internal affairs of the nation.

The banner of defending peace should be upheld.

Peace is a key to the reunification of the country and common prosperity of the nation. Today the United States is desperately clinging to war moves against the DPRK and the country’s reunification in an attempt to check the current trend on the Korean peninsula towards reunification by the Korean nation itself and realize its wild ambition for domination of the whole of Korea. Due to the vicious schemes of the United States, peace and security on the Korean peninsula are under grave threat.

To safeguard peace is a just patriotic undertaking to defend the land for the existence of the nation, and victory in this effort is in store for the Korean people who are ready to sacrifice themselves to the defending of national independence. The entire Korean people should turn out in the struggle for peace against war in order to smash the military pressure, war exercises and military buildup that threaten our nation. They should see through the US hegemonic and aggressive nature, and launch a dynamic campaign to drive the US occupation troops, the root cause of war, out of south Korea.

The entire nation should unite.

Unity is a way to national existence and prime mover of the cause of the country’s reunification. Koreans in the north, south and abroad should bring the atmosphere of reconciliation and unity to a crescendo under the banner of independent reunification, and further promote solidarity and alliance between different reunification movement organizations with the June 15 All-Korean Committee as the parent body.

Opposition to conservatives in south Korea is part of the effort for realizing great national unity and a decisive factor for the advance of society and reunification movement there. The “Grand National Party” and other reactionary conservatives are now making desperate efforts to realize their traitorous attempts and ambition for regaining of power with the help of the outside forces. Broad segments of the south Korean people desirous of independent and democratic society and the country’s reunification should realize a broad anti-conservative alliance and launch an energetic campaign on the occasion of this year’s “presidential elections” to decisively destroy the treacherous pro-US conservative forces.

The June 15 North-South Joint Declaration is a beacon of hope that has paved the way for national prosperity. All the Koreans in the north, south and abroad should strive to implement the joint declaration without letup in the face of any trials and difficulties, and smash every attempt to emasculate and obliterate it.

Songun politics is an all-powerful sword for national defence that has proved its invincible might and patriotic character in the practical struggle to shape the destiny of the nation. Cherishing the boundless national pride and self-respect in the present reality in which the national dignity is being demonstrated worldwide on the strength of Songun politics, all the fellow countrymen should staunchly support Songun politics.

All the fellow Koreans in the north, south and abroad should bring about a heyday of the cause of independent reunification by turning out as one in implementing the three tasks–attaching importance to the nation, defending peace and achieving unity–with confidence in and optimism about the rosy future of a reunified country.

The present trend of global situation shows that the strong-arm policy and high-handedness of the imperialists are doomed to failure and that the people’s struggle for independence can never be checked. We will remain faithful to the last to our historic mission in safeguarding global peace and security and advancing the cause of independence of humanity, and continue to intensify international solidarity with the progressive peoples under the ideals of independence, peace and friendship.

A great era of prosperity is smiling on our motherland.

Kim Il Sung’s Korea is a formidable socialist power that is dignified by a great idea, powerful with the single-hearted unity and ever-victorious with the strong military capabilities. No force can obstruct the vigorous advance of our army and people, who are endeavouring to bring earlier the day when they would enjoy happiness in socialist paradise with nothing to envy in the world.

North Korean Military: New Regime?  

If that happens, the report forecasts that the military is highly likely to control the government and independent units, such as the escort command, and the security command and the operation command will attempt to take control of the government by joining forces or individually.

Yesterday, Dong-A Ilbo obtained a report titled “North Korea’s Crisis Management System and Our Countermeasures” released by the information committee of the National Assembly. The report predicts that “we cannot rule out an abrupt collapse of the Kim Jong Il regime. But, given the neighboring countries do not have firm grounds for intervention, the fall of North Korea will happen gradually.” It was submitted to the committee on December 13 by three researchers of Peace Foundation, Cho Seong-ryeol, Kim Hak-rin and Kang dong-ho.

Kim Jong Il in Trouble in North Korean Emergency-

The report argues that a national crisis is likely to be caused when Kim Jong Il, the chief of the North’s Workers’ Party, the government and the military, is in trouble.

If that happens, the report forecasts that the military is highly likely to control the government and independent units, such as the escort command, and the security command and the operation command, will attempt to take control of the government by joining forces or individually.

In particular, it also expects Oh Geuk Ryeol, the 75-year-old operational director of the Workers’ Party who is considered to be the most powerful among Kim Jong Il’s cross associates, to act before others by utilizing his independent commanding authority and his elite unit equipped with advanced weapons.

The report says the first thing the North Korean military should do, after taking control, is to declare a national emergency in the name of the central military committee of the Workers’ Party, which is entitled to command and control all military power in the country according to Article 27 of the party rules. But the report also predicts that the national defense committee will be at the center of administration of power and that the new regime will maintain a group leader system temporarily.

Who Will Be the Acting Commander in Chief?-

According to the report, if the North engages in war with the outside world, the country is likely to shift an emergency control system with the commander in chief in its center, as it did during the Korean War.

Cho Myeong Rok, the 78-year-old director of the General Political Department of the Korean People’s Army, is highly likely to be appointed as a commander in chief by hierarchy. But, considering age and health, Kim Yeong Chun, the 70-year-old Chief of the General Staff of the Army responsible for military operation of the one million-strong forces, is the shoo-in, according to the report.

Establishment of the Succession System-

It has been analyzed that the establishment of a succession system is more urgent for Kim Jong Il than the overcoming of the economic crisis through reform and market opening or the formation of diplomatic ties with the U.S., since Kim is well aware that an emergency in the absence of the succession system will lead to a civil war.

For this reason, it says, chances are that Pyongyang will formalize the succession system internally in the first half of 2007, when internal cohesion following its nuclear test and the supportive atmosphere for the third-time succession of military authority to protect the vested interest of the “Military First politics” still remain.

The report also connects the gradual stabilization of the succession system and the resolution of the North’s nuclear problem. It estimates that Kim will demand approval of the succession system and massive economic assistance in return for denouncement of nuclear weapons, and that the Pyongyang-Washington ties will be normalized if Washington accepts the demand.

N.K. general to lead if Kim loses power

A top military commander is expected to take the reins in North Korea in the event its leader Kim Jong-il loses power during an emergency, a South Korean parliamentary report said yesterday.

The report on a possible North Korean crisis pinpointed General Oh Geuk-ryul, chief of central combat operations of the Workers’ Party, as the strongest candidate to take contingency leadership of the communist country.

The report was written by the Peace Foundation, a private think tank on security affairs commissioned by the National Assembly Intelligence Committee.

The report said if Kim loses control, it will trigger fierce power struggles among leaders of different military groups such as Kim’s security guard, the Army headquarters, the intelligence command and the combat operations department.

None of them are in position to take control of the entire military. Kim is known to have controlled all military forces through a system of checks and balances among the several independent military groups. Each separate group is directed by Kim, with no influence on one another.

Among the powerful candidates, Oh, 74, is expected to take the lead in mobilizing his well-trained soldiers equipped with the North’s most modern weapons systems, the report said.

In the event the North Korean crisis triggers intervention from outside forces, the new leadership could fall under Kim Young-chun, deputy marshal of the Korean Peoples’ Army, the report expected.

Kim, 69, is likely to lead the North’s military in fighting against any foreign interventionist forces although Cho Myoung-rok, another deputy marshal of the KPA, is higher in rank, it said. Cho, 77, was cited as weaker than Kim due to his age and suspect health.

The report also said Pyongyang’s crisis may lead to the development of a crisis management system instead of the collapse of the North Korean regime.

The new authority is expected to exercise a military-led collective leadership after invoking martial law throughout the country, it said.

With regard to the possibility of North Korean military aggression, a full-scale invasion of South Korea is unlikely to occur at the time of such a crisis although the North could trigger local conflicts in frontline areas, the report said.

The report advised that South Korea needs to prepare to deal with the North’s new leadership and to enhance military preparedness for any possible clashes.

Summary
Unlike the study of other authoritarian regimes, first the Soviet Union and more recently China, which have given rise to a cottage industry of analysis on all aspects of things military, the same cannot be said of the Korean People’s Army (KPA), the armed forces of the Democratic People’s Republic of Korea (DPRK). In the small world of Pyongyang watchers, articles and books devoted to the KPA are few and in most cases deal with the armed forces themselves (order of battle) rather than the high command that oversees the machinery.

This monograph examines the role of the KPA within the power structure of North Korea. The author describes the landscape of military and security institutions that ensure the regime’s security and the perpetuation of the Kim dynasty. He also highlights the influential power brokers, both civilian and military, and describes how they fit into the leadership structure. Finally, he considers the role of the KPA in regime politics, especially as it relates to the upcoming succession and economic reform.

An understanding of the North Korean leadership does not mean only recognizing the personalities who occupy the top political positions within the regime. In his landmark book, Shield of the Great Leader, Joseph Bermudez noted that over its 50-year history, the DPRK has developed into one of the most militarized countries in the world, with the KPA existing alongside the Korean Worker’s Party (KWP) as the two cornerstones of the regime. During this time, the role of the high command and its ties to the leadership and decisionmaking have changed.

The KPA was founded on February 8, 1948, approximately 7 months before the founding of the DPRK. As Kim Il Sung struggled to consolidate his power over the regime, his old comrades-in-arms, with whom he had fought against the Japanese, helped him purge the factional groupings and their leaders. After he had secured his power, Kim Il Sung relied on the KWP to rule the country. The high command played its role within the decisionmaking bodies of the state, but it paid its loyalty to the party and the Great Leader.

When Kim Jong Il succeeded his father as the supreme leader in 1994, he faced a regime divided among numerous factions, many of which did not owe allegiance to him. As a consequence, he embarked on a campaign of reshuffling briefs, purging the more dangerous elements of the regime, and making way for a new generation of leaders who would coexist and then slowly replace their elders. At the same time, he began to move more authority from the KWP and to place it within the purview of the military. This transformation of authority culminated in 1998 at the 10th Supreme People’s Assembly, when the National Defense Commission eclipsed the Politburo as the supreme national decisionmaking body. In the years since, the term “military-first politics” (son’gun chongch’i) has been used to signify the privileged status the KPA holds throughout North Korean society and to stress that the regime’s sovereignty rests upon the military’s shoulders.

This monograph tracks the rise of the military inside the North Korean leadership and presents the backgrounds of key figures within the high command and the formal and informal connections that bind this institution to Kim Jong Il. As the first generation has passed from the scene, Kim has consolidated his grip on the military slowly by promoting loyalists to key positions throughout the apparatus. He has promoted more than 1,200 general-grade officers on 15 occasions prior to April 2006. This has not only secured Kim’s power, many have argued it has enhanced the military’s influence over him, especially when compared with its influence over his father.

The question facing many North Korea watchers is the extent to which the military figures into decisionmaking. This report argues that, while the military has grown in stature and influence over the last decade, it remains one of many players within the North Korean policymaking process. The lines of authority and information within the regime are complex, consisting of formal and informal channels. The military has numerous avenues into the Kim apparatus, and on many issues have what amounts to a veto authority. This apparently was made clear recently by North Korea’s decision to cancel the test run for train services between North and South. But this does not mean that the military is the primary decisionmaker; that role still belongs to Kim Jong Il, even though he must weigh seriously military thinking on issues that reach far beyond the national security realm.

This monograph also argues that the KPA is not a monolith, but is made up of a range of views, some more hard line than others. Some senior figures within the high command are rumored to have pushed for reforms both internally and in terms of foreign policy, while many younger field commanders are believed to hold some of the hardest of the hard line views. But one area where there seems to be wide agreement throughout the military leadership is the need to fund the armed forces adequately because it is on their back that the nation’s security depends.

In the next few years, the North Korean leadership will face the implications of the “military-first policy” in very stark terms. If Kim Jong Il is to begin to bring the civilian economy out of the dark ages, the military will have to share some of the burden. But whether the high command will be willing to trade some of its “weapons for ploughshares” is not certain, given the current tensions on the peninsula. In the mix of what is already a contentious argument over guns versus butter is an unfolding succession struggle as Kim seeks to name his heir apparent. As in any totalitarian regime, the succession issue is huge and impacts decisionmaking across the board.

There is a note of caution when reading this report. The subject matter deals with information that is unfolding and will continue to shift in the coming months and years. The author has made every effort to validate through numerous sources the information contained on the various personalities, but in some cases it is still opaque. The reason for this is simple. Information on North Korean leadership issues is a closely held secret inside the Hermit Kingdom. The actions and activity of individual leaders are more often rumor than subject to check and verification.
