Border crossing more expensie

According to the Daily NK:

Since the redenomination on November 30 last year, the cost of crossing the Tumen River has risen as high as 10,000 Yuan on the back of tighter border regulations.

A source from North Hamkyung Province told the Daily NK on Thursday, “Since border security was strengthened in February, it has cost at least 10,000 Yuan to cross the border into China.” This is equal to around 400,000 North Korean won at the black market exchange rate, or $1400.

In 2006, the cost of crossing the Tumen River around Musan and Onsung in North Hamkyung Province was just 500 Yuan.

The reason is because now there is an alliance of brokers monopolizing the crossing business, and a number of regulations designed to both circumscribe the ability of citizens to cross and limit the relationship between guard companies and local citizens.

In the distant past, if people wanted to cross the river, they approached guards and haggled over the price directly. However, now people have to rely on professional brokers who put them in contact with guards and guides in China. One pays a price to the broker, who shares it with North Korean border guards and Chinese guides respectively at a ratio of 4:3:3.

The North Korean authorities designated the period from February 5th until Kim Jong Il’s birthday on the 16th as a period of “special vigilance,” handing down special instructions to strengthen the border guard and regulations covering migration in border cities.

According to a Daily NK source, this measure is primarily intended to limit the ability of those suffering since the redenomination to smuggle or cross the border to make money in China, as well as to regulate citizens in advance of Kim Jong Il’s birthday, which is customary.

The source emphasized, “Since December last year, the number of citizens using human networks in China to make money has been increasing. Therefore, agents of the National Security Agency and the People’s Safety Agency have been watching those people closely.”

The source further explained, “Now, the authorities are forcing border guards to observe each other in order to track down those doing business with brokers and border crossers. In January, in Yusun-dong, Hoiryeong, one company commander was dismissed after a platoon commander informed on him for assisting border crossers.”

In the mid-2000s, along the border near settlements such as Namyang, Sambong, and Jongsung in North Hamkyung Province, the authorities set up nail boards and extra barbed wire along the Tumen River in order to inhibit defection. However, as these physical measures were not as effective as hoped, in 2006 the authorities took to switching guard posts between different guard companies without notice and awarding a prize, membership of the Party, to guards who caught people crossing the border. These measures were designed to break down connections between individual guards and the local populace

Therefore, the source added, “These days, no border guards are helping people cross the river, and the cost is soaring.”

DPRK ships (2)* Vs. Somali Pirates (2)

According to UPI:

Pirates seized a North Korean-flagged cargo ship owned by Libya’s White Sea Shipping in the Gulf of Aden off Somalia and Yemen, an anti-piracy task force said.

The 4,800-ton MV Rim changed course and was headed for the Somali Basin Wednesday, the European Union Naval Force said, CNN reported. The task force said two U.S. Navy ships working with NATO had confirmed the incident.

There was no immediate confirmation how many crew members were aboard the vessel when it was taken.

This marks the 4th pirate attack involving a North Korean ship or crew off the coast of Somalia.  The US Navy has rescued two ships.  When Uncle Sam is not around this sort of thing happens.  If any North Korean crew were unfortuante enough to be involved in this case, they probably face a long wait in captivity.  I can’t think of anyone likely to pay their ransom.

DPRK ships (2)* Vs. Somali Pirates (1)

DPRK sailors (or DPRK flagged ships) have come under attack from Somali pirates three times since October 2007. 

In the first attack, the DPRK ship overcame the pirates with the assistance of the US Navy. More here

In November 2009, a North Korean crew was taken hostage by Somali pirates. I still don’t know what happened to them, but I hope they were released safely. More here

This week Josh points out an AP story about a third attackon a Yemeni-owned, DPRK-flagged vessel:

The U.S. Navy says it overtook a suspected Somali pirate skiff that tried to attack a commercial ship in the Gulf of Aden.

A Navy statement issued Sunday says a security team aboard the merchant vessel Napht Al Yemen 1 repelled the Jan. 20 pirate attack without U.S. help.

The USS Porter stopped and boarded the pirate skiff later that day.

The commercial ship is Yemeni owned but sails under a North Korean flag.

The incident marked a rare example of the U.S. military aiding North Korea, a reclusive rogue nation.

Piracy is among the fastest ways to make money in Somalia, a nation plagued by war and no functioning government.

Somali pirates seized 47 vessels last year. They currently hold about 200 crew members hostage.

China to renew border rail link with N. Korea

According to Yonhap:

China will mend a rail link between one of its border cities and a North Korean port, a source familiar with North Korean affairs said Sunday, a move that indicates stronger economic ties between the two allies.

North Korea and the municipal government of the Chinese city of Tumen, which borders the North, have recently agreed to repair the railway linking the city with North Korea’s northeastern port of Chongjin, the source said.

2. Long-time readers will remember that Russia recently installed Russian-gague railway track from the North Korean border to the city of Rason (Rajin-Songbon). It looks like both Russia and China get their own ports in the DPRK.

EU implements further sanctions on DPRK

The EU has issued a list of 12 DPRK officials who will be denied entry visas to member countries.  According to the Choson Ilbo:

The EU has imposed sanctions targeting North Korea’s top leadership over the country’s nuclear weapons development. Twelve officials were blacklisted, many of them thought to be leader Kim Jong-il’s closest advisers.

The list includes Vice Marshal Kim Yong-chun (74), the minister of the armed forces, as well as Jang Song-taek (64), the director of the North Korean Workers Party’s Administration Department who is Kim Jong-il’s brother-in-law. Six of 13 members of the powerful National Defense Committee were blacklisted.

At a session of the Environment Council in Brussels on Dec. 22, the EU approved new sanctions against North Korea, including an entry ban on individuals and goods. EU regulations are binding on the 27 member states and overrule individual national laws.

The four other blacklisted committee members are O Kuk-ryol, the deputy chairman of the National Defense Commission; Jon Pyong-ho, the secretary of the Central Committee and head of the Committee’s Military Supplies Industry Department; Paek Se-bong, the chairman of the Second Economic Committee of the Central Committee; and Ju Kyu-chang, the first deputy director of the Defense Industry Department. Also on the blacklist are Hyon Chol-hae, the deputy director of the General Political Department of the Armed Forces, and Pak Jae-gyong, the deputy director of the Logistics Bureau of the Armed Forces.

So Sang-guk, the chair of the Physics Department at Kim Il Sung University who laid the technical groundwork for the North’s nuclear development, and Pyon Yong-rip, the president of the State Academy of Sciences, were also blacklisted.

The EU also maintained its ban on Air Koryo.  According to Yonhap (h/t The Marmot):

Air Koryo, North Korea’s air carrier, has been banned from offering flight services to Europe for a fifth year after having failed to meet international safety requirements, U.S. international broadcaster Radio Free Asia (RFA) said Saturday.

The North Korean carrier has been involved in the list of carriers prohibiting from flying to the 27 members of European Union that was released this year, RFA said.

Air Koryo reportedly has a fleet of about 20 planes made between the 1960s and 1970s in the Soviet Union.

DPRK sold arms to Congolese insurgents

According to the Choson Ilbo:

Christian Dietrich, a member of the UN Security Council committee investigating Congo, told VOA that the North Korean ship Birobong arrived in the port of Boma, Congo on Jan. 21, where it unloaded some 3,400 tons of weapons, 100 times the amount seized in Thailand earlier this month.

Dietrich said the committee was told the weapons were “modern” but was unable to find out any details. Assuming all the weapons were AK rifles, the weight would be equivalent to about 800,000 of them, he added.

North Korea in May also sent military instructors to train Congolese government soldiers for about four weeks, around the time the North conducted its second nuclear test.

Dietrich said there are indications that North Korea was the source of state-of-the-art weapons carried by insurgents in eastern Congo. In some cases, Congolese government soldiers have sold their arms to neighboring countries such as Zimbabwe, he said.

Under UN Resolution 1807, adopted in 2008, the UN must be informed in advance of all arms transactions with and military training for Congo, but North Korea did not. The UNSC committee is a watchdog that oversees implementation of the UN resolution.

China approves Tumen border development zone

China is planning a major new development zone along the North Korean border aimed at boosting trade with its reclusive neighbour and throughout northeast Asia, a Chinese-language website reports.

The plan is to come to fruition under two separate deals: the border cities of Dandong in Liaoning province and Tonghua in Jilin province have signed an (unpriced) “development and opening up vanguard zone cooperation agreement” as well as a 440 million yuan ($64 million) “six-party cooperation agreement” with the Shenyang Railway Bureau, Changchun Customs, Dandong Port Group and Tonghua Steel (Tonggang) to build a “Tonghua inland port” with a duty-free zone, warehouses and international transit facilities that will be ready in 2012.

The Tonghua-Dandong Economic Zone will apparently stretch over most of the western half of the Chinese-North Korean border, a distance of around 350 km. The city of Tonghua is in fact some 80 km north of the border, but the report says the new zone will include the border post of Ji’an which is administered by Tonghua.

It gives few further details, but notes that when Premier Wen Jiabao visited North Korea last month he signed an agreement on building a new bridge across the Yalu river which would further boost Chinese-North Korean trade.

It also quotes the acting mayor of Tonghua, Tian Yulin, as saying that the new zone will transform the city from “inland” to “coastal” and “will promote trade between the inland cities of the northeast and North Korea and with the whole of northeast Asia.” The report adds that almost 60% of China’s trade with North Korea passes through Dandong.

This is not the only new development zone in China’s rustbelt northeast, which has been in severe economic decline in recent decades: a separate Chinese report announces the creation of another zone in Jilin, stretching from the capital Changchun in the centre of the province to the city of Jilin (or rather just part of it, for some unstated reason) as far as Yanbian on the North Korean border. This report does not mention North Korea directly but says the new zone will make the eastern border city of Hunchun an “open window” for regional trade, with Changchun and Jilin city “important supports.”

One-third of Jilin’s 26 million population live in the zone and it accounts for half of the province’s economic output, the report adds. See also this English-language report.

State-owned Tonghua Steel’s involvement in the Tonghua-Dandong zone is somewhat surprising as the ailing company has been rocked by unrest following an abortive attempt at a takeover deal by rival company Jianlong earlier this year. There was strong opposition to the deal on the part of workers who feared they would lose their jobs, and their fears turned to violence last July when a senior manager was murdered in mysterious circumstances.

The Chinese business magazine Caijing told how “the man’s death at the hands of unidentified killers uncovered an often antagonistic network of competing business interests and investors involved in Jianlong’s botched attempt to buy Tonggang.”

Tonghua Steel was in 2005 planning to sign a 7 billion yuan ($865 million), 50-year exploration rights deal with a North Korean iron ore mine, said to be the country’s largest iron deposit. The Chinese company was hoping to receive 10 million tonnes of iron ore a year from the Musan mine as part of its plans to increase steel production from a projected 5.5 million tonnes in 2007 to 10 million tonnes in 2010.

Tonggang boss An Fengcheng said at the time that agreement had already been reached with China Development Bank on 800 million yuan worth of soft loans and 1.6 billion yuan of hard loans, while “the remaining investment will come in in stages”. But it seems that the deal was never signed.

Caijing told how An, the steel mill’s chairman and Communist Party secretary, had “basically unlimited managerial control of Tonggang” and that the takeover by Jianlong was cancelled just a few hours after the murder of the manager Chen Guojin, who had come from Jianlong and was one of two Jianlong representatives on the board of Tonghua.

“There is no evidence to suggest An’s involvement in Chen’s death. But two weeks after the incident, he was sacked and stripped of all power by the Jilin provincial government. No other details of his removal were announced,” the magazine added.

The Chinese government has approved a border development zone in the Tumen River Delta to boost cross-border cooperation in the Northeast Asian region, the provincial government of Jilin announced on Monday.The information office of the government said the pilot zone covering 73,000 square kilometers involved the cities of Changchun and Jilin as well as the Tumen River area.

Han Changbin, governor of Jilin, said the Changchun-Jilin-Tumen pilot zone was China’s first border development zone.

It is expected to push forward cross-border cooperation in the Tumen River Delta.

The delta, a 516-kilometer-long river straddling the borders of China, Russia and North Korea, was set up as an economic development zone in 1991 by the United Nations Development Program (UNDP) to promote trade.

In 1995, five countries – China, Russia, North Korea, South Korea and Mongolia – ratified the agreement on the Establishment of the Cooperation Commission for the Tumen River Economic Development Area (web page here). Japan participated in the program as an observer.

In 2005, the five signatories agreed to extend the agreement for another 10 years.

They also agreed to expand the area to the Greater Tumen Region and to further strengthen cooperation for economic growth and sustainable development for the peoples of Northeast Asia.

“Before the Changchun-Jilin-Tumen pilot zone was initiated, the Chinese part of the Tumen River area was mainly Huichun, a port city in Jilin, that has involved in the cross-border cooperation,” said Zhu Xianping, director of the Northeast Asia Research Institute of Jilin University in Changchun.

The 5,145-square-kilometer port city with a 250,000 population had limited industrial development capacity to develop infrastructure projects that will match the cross-border cooperation, he said.

Du Ying, deputy director of the National Development and Reform Commission, said that by bringing the two cities of Changchun and Jilin into the border zone, the zone could serve as a strategic platform to support the cross-border cooperation in the Greater Tumen Region.

Zhao Zhenqi, an assistant to the Jilin governor, said the central government has allowed the pilot zone to try new land use and foreign financing methods, such as sharing ports and sea routes with other countries in the region and setting up free trade zones.

Under the initiative of the pilot zone, local governments in the region could better interact to tackle development bottlenecks, he said.

The Northeast China region, rich in natural resources including coal and oil, is China’s traditional heavy industry base and granary. However, it also faces the challenges of industrial upgrading, resource depletion and financing bottlenecks.

Random thoughts and links:
1. The challenge facing north east China (as they see it) is the lack of a port city on the East Sea (or the Sea of Japan if you prefer).  This is where North Korea comes in.  China and Russia have long been trying to establish  use rights and/or control of Rason and Chongjin.  Russia recently built a “Russia-gague” railroad line from Rason to the DPRK-Russian border. The Chinese have been busy building roads.

2. (speculation) China is the DPRK’s largest trading partner.  International sanctions have given China monopsony power vis-a-vis the DPRK.  This means the Yuan goes farther in the DPRK than in other countries and it gives the PRC a financial incentive in the continued economic isolation of the DPRK.

DPRK ship sinks off coast of China

According to Bernama of Malaysia:

Chinese maritime authorities launched a search for six seamen from the North Korea on Wednesday, who went missing after their cargo ship sank off China’s coast, Xinhua reported.

Altogether 20 North Korean crew members were aboard the vessel when it sank due to strong winds about 90 nautical miles southeast of Dalian, in northeast China, at noon on Tuesday, said Zheng Jian, of the Ministry of Transport’s Rescue and Salvage Bureau.

The Ministry’s Beihai Rescue Bureau immediately dispatched a helicopter to the area after receiving an SOS signal from the ship, and rescuers picked up one survivor two hours later, Zheng said.

The rescued seaman said 14 colleagues on two life rafts had been swept away by waves, Xinhua quoted as saying.

The Beihai Rescue Bureau also sent two rescue vessels to the area, and rescuers saved another 13 sailors from a raft late Tuesday afternoon, Zheng said.

“We are still searching for another raft and the other six crew members,” he said.

The cargo ship was en route from the North Korea port city of Nampo to Dalian when it sank, he said.

This week Somali Pirates also captured a North Korean crewed vessel.

In 2008 another DPRK ship sank in the Black Sea.

Pyongyang shouts at Seoul, but demand for money is louder.

The head of the north side delegation to the North-South General-Level Military Talks on Friday sent the following notice to the south side, clarifying the truth behind the recent armed provocation in the West Sea and the principled stand of the Korean People’s Army on it in connection with the south side’s sophism making profound confusion of right and wrong over the incident:

It is the politically motivated shameless provocation to resort to a futile military adventure to preserve the illegal “northern limit line” still today when the times have changed.

Warships of the navy of the south Korean forces described the exercise of the right to self-defence by a patrol boat of the north side as “an act of trespassing on the above-said line” and preempted the firing of direct sighting shots and “shots aimed at destroying it”, not “warning shots” though they were well aware that the patrol boat and its crew sailed to confirm an unidentified object. This was an inexcusable deliberate and open military provocation.

The rash action perpetrated by them, firing thousands of bullets and shells with several warships involved at a time was a premeditated action of the rightwing conservative forces and bellicose military group of the south side to stem the trend of the situation on the Korean Peninsula which has shown a sign of detente through the third skirmish in the West Sea.

Upon the authorization, I notify the south side of the following principled stand of the KPA on the gravity of the incident:

1. The south side should make an apology to the nation for orchestrating the recent incident and putting it into practice and take a proper measure to promptly punish the prime movers of the incident as maniacs of confrontation with fellow countrymen and harassers of peace.

2. The south side should behave with discretion as required by the times and the desire of the nation, clearly mindful that its stand to preserve the “northern limit line” no longer works.

3. Reminding again that there exists in the West Sea of Korea only the extension of the Military Demarcation Line in the waters set by the KPA side, it will take merciless military measures to defend the extension from this moment.

4. The south side will be held fully accountable for having disturbed the reconciliation and unity of the nation and hamstrung the efforts to achieve peace and reunification and have to pay a dear price for them.

Just one day later–from the Associated Press:

A North Korean cargo ship entered South Korean waters Saturday — a sign that trade has been unaffected by a recent deadly naval clash off their western coasts, an official said.

The ship dropped anchor west of Seoul just one a day after North Korea’s military threatened to “take merciless military measures to defend” itself and warned that South Korea would be forced to pay a heavy price for the recent firefight over their disputed maritime border.

A Unification Ministry spokesman says, however, that neither side has taken any measures to restrict inter-Korean trade — one of few legitimate sources of foreign currency for the impoverished communist North.

The naval skirmish was the first in seven years and came ahead of a trip to Seoul by President Barack Obama, who arrives Wednesday. A senior South Korean military officer said one North Korean officer died in the fight and three others were wounded. South Korea suffered no casualties.

South Korea responded by putting its 680,000-member military on guard, though officials said they have seen no evidence of unusual North Korean moves.

The cargo ship, delivering silica to a South Korean company, passed through the disputed border Saturday and is scheduled to enter Incheon port on Monday, said a Port Authority official. He asked not to be identified because he was not authorized to speak to media.

The decision to permit the North Korean ship entry was made before the clash, Unification Ministry spokesman Chun Hae-sung said. North Korean ships have docked 35 times at the port the in the first nine months of the year, according to the Port Authority.

South Korea is the No. 2 trading partner of North Korea, with trade volume reaching $1.1 billion in the first nine months of this year, according to the Ministry, which handles inter-Korean affairs.

UPDATE: According to the Washington Examiner:

The ship unloaded 1,750 tons of silica at Incheon Port, west of Seoul, and sailed back to the North later Monday, according to port official Lee Jin-wu. The ship departed from a North Korean port last Thursday, two days after the neighboring countries clashed along their disputed western sea border.
