According to the Associated Press (via the Washington Post):

North Koreans are getting better medical treatment as the result of a joint program between the two Koreas that has trained thousands of doctors, provided modern equipment and renovated hospitals, the World Health Organization said Thursday.

Maternal mortality has declined by over 20 percent since 2005, and diarrhea cases and deaths in operations have also dropped, said Dr. Eric Laroche.

The World Health Organization has helped in the wide-ranging program, which started in 2006 and is funded by South Korea. It has cost a total of $30.2 million so far.

The program has trained more than 6,000 doctors and nurses in emergency obstetric care, newborn care and child illnesses, said Laroche, who assessed its progress in a four-day visit to North Korea.

The specialization marks a change in health strategy in North Korea, which has about 90,000 family doctors who care for about 130 families each, according to Laroche.

“They know each family one by one,” he said. But, he added, “they’re extremely keen to be trained.”

Laroche said hospital staff have been trained in hygiene and clinics have received better material for operations, blood transplants and other medical interventions.

Numerous hospitals have been renovated, and material has also been distributed to 1,200 rural clinics.

Between 2007 and 2009, the number of patients dying in operations fell 73.4 percent, said Laroche, citing a study by the University of Melbourne.

He declined to give an overall view of the health system in the isolated communist nation. But he said services were well-spread among cities and communities.

Stanford researcher Sharon Perry PhD, an infectious disease specialist, has been working in North Korea with a team of American health specialists to develop the country’s first diagnostic laboratory to test drug-resistant tuberculosis. The Democratic People’s Republic of Korea, as the hermit country is formally known, witnessed a resurgence of TB in the 1990s after famines plagued the country.

The TB Diagnostics Project is being led by the Bay Area TB Consortium, which Perry directs, and the Nuclear Threat Initiative, a Washington nonprofit group working to strengthen global security. The program came about after a team of North Korean health officials visited California and met with Stanford and Bay Area tuberculosis experts in 2008.

It’s unusual for any outsiders to visit North Korea, but extremely rare for Americans. Safe to say that it’s an unprecedented partnership between U.S. researchers and health officials in North Korea. So far, Perry has ventured there three times and is soon to return for a fourth visit.

I spoke with Perry for a 1:2:1 podcast about her work in North Korea. It’s a candid, revealing interview that pulls back the curtain a bit from this most mysterious nation. I found it fascinating to hear Perry describe the work there and talk about collaborating with officials from the Ministry of Health on this significant health crisis for the nation. The porous nature of geographical borders and the ability of disease to spread easily from one country to another clearly illustrates that we’re one planet and all in this together.

With help from scientists from Stanford University’s medical school, North Korea has developed its first laboratory capable of detecting drug-resistant tuberculosis, scientists involved in the project said last week.

Tuberculosis surged in the Democratic People’s Republic of Korea during the famines of the 1990s. (Starvation suppresses the immune system, allowing latent infections to grow.) But the country cannot tell which cases are susceptible to which antibiotics, meaning more dangerous strains could push out strains that are easier to kill, as has happened in Russia and Peru.

The project began after John W. Lewis, an expert on Chinese politics at Stanford participating in informal diplomatic talks over North Korea’s nuclear threat, realized how serious a TB problem the country had. In 2008, doctors from North Korea’s health ministry visited experts in the San Francisco Bay area. Last month, a Stanford team began installing the new diagnostics lab at a hospital in the capital, Pyongyang.

The project “represents an unprecedented level of cooperation” between North Korean and American doctors, Professor Lewis said. It is supported by the Nuclear Threat Initiative, a nonprofit global security group led by former Senator Sam Nunn, Democrat of Georgia, and by Christian Friends of Korea, a humanitarian group.

Although it will soon be able to grow and test TB strains, North Korea right now has none of the more expensive antibiotics that attack drug-resistant TB, said Sharon Perry, the epidemiologist leading the Stanford team. Without outside help it will also run out of routine first-line antibiotics by July, she said.

South Korea said Tuesday it will send 1 billion won (US$866,000) worth of hand sanitizer next week to North Korea to help the impoverished neighbor combat the spread of the H1N1 flu virus.

The shipment of 200,000 liters of sanitizer, scheduled for next Monday, comes after South Korea delivered some $15 million in anti-viral medications to the North in December in the first state-level cross-border humanitarian aid in nearly two years.

North Korea first acknowledged cases of Influenza A virus infection on Dec. 9, but it has yet to report any flu-related deaths.

The hand sanitizer will be transported to the North Korean border town of Kaesong on South Korean trucks across the military demarcation line and handed to the North there, Unification Ministry spokesman Chun Hae-sung said.

“North Korea agreed to accept the aid on Feb. 22,” he told reporters, adding about 20 25-ton trucks will likely be mobilized to deliver the aid.

The Tamiflu aid in December marked the first humanitarian assistance provided by the South Korean government to North Korea since conservative President Lee Myung-bak took office in Seoul in early 2008. Lee cut off the unconditional aid that his liberal predecessors had shipped to the North over the past decade, conditioning exchanges on progress in the North’s denuclearization.

South Korean trucks have crossed the border into North Korea to deliver a second batch of swine flu aid.

Unification Ministry spokeswoman Lee Jong-joo says South Korea sent 52,840 gallons (200,000 liters) of hand sanitizers to North Korea on Tuesday.

South Korea sent enough doses of the antiviral drugs Tamiflu and Relenza for 500,000 North Koreans in December in its first direct humanitarian aid to the communist country in nearly two years. North and South Korea have remained in a state of war since 1953.

North Korea acknowledged in December that swine flu had broken out in the country though hasn’t mentioned any virus-related deaths.

Tamiflu is made by Switzerland’s Roche Group. Relenza is a procuct of GlaxoSmithKline.

South Korea is preparing to ship medical supplies worth more than 15 million dollars to help North Korea fight an outbreak of swine flu, officials said Monday.

The unification ministry, which handles cross-border ties, said the shipment would include antiviral drugs for 500,000 patients — Tamiflu for 400,000 and Relenza for 100,000 — and sanitation supplies.

The aid will cost an estimated 17.8 billion won (15.3 million dollars), which will be financed by a state fund for inter-Korean cooperation, it said.

Spokesman Chun Hae-Sung said Seoul would send the shipment as soon as possible, and definitely by the end of the year. But the North, which had accepted the offer, had not yet set a firm date.

The drugs shipment will be the first direct South Korean government aid since relations soured last year, although Seoul has funded assistance to Pyongyang through private groups.

North Korea Wednesday reported nine cases of (A)H1N1 in the capital Pyongyang and the city of Sinuiju bordering China. No death toll was given.

Observers say the virus could pose a particular threat to the North because of malnutrition amid persistent food shortages and a lack of drugs such as Tamiflu.

Good Friends, a Seoul-based welfare group with cross-border contacts, quoted an unidentified Sinuiju city official as saying more than 40 people had died of the swine flu in the border city alone.

The World Health Organization, however, told Yonhap news agency that all nine North Korean patients have recovered.

Yonhap quoted Suzanne Westman, coordinator of outbreak alert and response at the WHO’s New Delhi office, as saying no additional cases were reported in the isolated communist country.

The first of the patients, all children aged between 11 and 14, was discovered on November 25 and the last case on December 4, she said, adding that three of the infections were in Pyongyang with the other six in Sinuiju.

“All contacts have been identified, put in isolation and treated,” she told Yonhap, adding that North Korea had a solid surveillance system and a sufficient number of physicians is believed to be able to handle the outbreak.

Anti-A/H1N1 Flu Campaign Intensified

Pyongyang, December 9 (KCNA) — New Influenza A/H1N1 broke out in some areas of the DPRK amid the growing of its victims worldwide.

According to the Ministry of Public Health, nine cases were reported from Sinuiju and Pyongyang.

The relevant organ is further perfecting the quarantine system against the spread of this flu virus while properly carrying on the prevention and medical treatment.

The State Emergency Anti-epidemic Committee has taken steps to enhance the role of prevention and treatment centers at all levels and increased checkup stations across the country while directing efforts to the medical treatment of its cases.

According to Yonhap:

The World Health Organization (WHO) is working “closely” with the North Korean government to help stem the spread of an Influenza A outbreak there and assess the scope of flu infections among North Koreans, a WHO spokesperson said Wednesday.

North Korea said earlier in the day that it has confirmed nine domestic cases of H1N1 virus infections. The highly infectious disease may be particularly dangerous to the North Korean people, who are mostly undernourished and may have weakened immune systems.

“We are working closely with the (North Korean) government to see what is required and if they need any assistance from WHO,” Aphaluck Bhapiasevi, a WHO spokeswoman on the H1N1 pandemic, said over the telephone.

Bhapiasevi also said there are likely more cases of the H1N1 virus than announced, as people who have mild symptoms are not tested.

“In any country, there may be more cases than have been laboratory-confirmed,” she said. “They may not reflect actual number of the cases.”

In May, WHO provided 35,000 Tamiflu tablets each for North Korea and about 70 other underdeveloped countries to help fight possible outbreaks. Seoul officials say the North would need millions of tablets to safeguard its 24 million people.

Through its office in North Korea, the world health body has been making “preliminary assessments” of the scope of the outbreak, she said. “We have been discussing support that would be required.”

According to the AP, the DPRK will accept ROK assistance as well:

North Korea agreed Thursday to accept medicine from South Korea to fight an outbreak of swine flu, a Cabinet minister said, in a development that could improve relations between the nations after a deadly maritime clash.

“Today, the North expressed its intention to receive” the medical aid, Unification Minister Hyun In-taek told reporters.

North Korean state media reported Wednesday that there were nine confirmed swine flu cases in the country. South Korea plans to send the antiviral Tamiflu to the North, Health Ministry spokesman Lee Dong-uk said, without giving specifics.

South Korea’s Yonhap news agency said South Korea plans to send enough doses of Tamiflu for about 10,000 people. It cited a government official it did not identify.

The move came two days after South Korean President Lee Myung-bak offered unconditional aid to North Korea to help contain the virus — the government’s first offer of humanitarian aid since Lee took office in early 2008 with a hard-line policy toward the North.

BOONE, N.C., Oct. 9, 2009—Franklin Graham, president of Samaritan’s Purse and the Billy Graham Evangelistic Association, is preparing to make another historic visit to the DPRK (North Korea) to meet with high-level government officials and visit his ministries’ humanitarian assistance projects.

“I believe it is important to make visits like this to help improve better relations and to have better understanding with each other,” said Graham. “I’m going as a minister of Jesus Christ with a message of peace and that God loves each one of us regardless of our borders or politics.”

This is Graham’s third trip to the country rarely visited by Americans, but his family has a long history in the DPRK, going back to 1934 when his mother Ruth Bell Graham attended a mission school in Pyongyang. His father Billy Graham visited in 1992 and 1994, meeting with President Kim Il Sung. Last year Franklin Graham visited the DPRK to oversee several aid operations and to preach at a newly constructed Protestant church in Pyongyang.

Samaritan’s Purse has been working in the DPRK since 1997, primarily with medical and dental programs, providing more than $10 million in assist ance. Next week, Graham will be making a presentation totaling $190,000 in equipment and supplies for a new dental center being built in Pyongyang. He will also visit a provincial hospital in the countryside where a generator system installed by Samaritan’s Purse in conjunction with USAID is now providing electrical power where none previously existed. Graham also hopes his limited time in the DPRK will allow visits to other hospitals and dental facilities where Samaritan’s Purse has offered assistance during the past twelve years.

Samaritan’s Purse has also recently been involved in several major projects in DPRK. In response to devastating floods in 2007, the Christian relief organization chartered a 747 cargo jet to deliver $8.3 million in medicine and other emergency supplies (and more here). That was the first private flight directly from the United States to the DPRK since the Korean War.

Following Graham’s visit to DPRK he will travel to China where in 2008 Samaritan’s Purse sent a Boeing 747 cargo plane filled with urgently-needed supplies to Chengdu in response to a 7.9 magnitude earthquake that killed 40,000 people. One year after the disaster the N.C.-based organization also airlifted 70 tons of Operation Christmas Child shoe box gifts which were hand-delivered to hurting children in that region.

A medical team of Democratic Peoples Republic of Korea (DPRK) has arrived here on Tuesday to provide voluntary medical service for two years in Ethiopia, the Ministry of Health said.

Public Relations Directorate office of the Ministry told ENA on Wednesday that the 27 member medical team arrived here as per the agreement of Ethiopia and the DPRK to cooperate in the health sector.

State minister of health, Dr. Kebede Worku, welcomed the team upon its arrival at the Addis Ababa Bole International Airport.

The office said 11 of the team members will be deployed to Oromia State while 10 to Tigray state and the remaining six to South Ethiopia Peoples’ State.

Another voluntary medical team comprising four members will also arrive here in the near future.

Dr. Kebede said the historical relation between the two countries is being strengthened.

PyongSu’s promotional presentation explained to them why they should place their orders with PyongSu rather than with pharmaceutical companies abroad.

As PyongSu had no budget to mandate a professional advertising company with the task its managing director Felix Abt made the concept, the script and produced it in-house towards the end of 2005, with the help of North Korean IT and designing students and their Canadian trainer Ian Lee as well as teacher Michael P. Spavor, then giving language courses in Pyongyang, who was the “voice” in this clip. Over the last few years, the European Union has pursued an engagement policy with North Korea.   MEP Glyn Ford makes regular trips to Pyongyang to facilitate diplomatic progress; the German Freidrich Naumann Foundation runs economic education courses; European donors founded the Pyongyang Business School; and a small group of European ex-pat businessmen formed a de facto chamber of commerce, the European Business Association in Pyongyang.  Although European companies have experienced mixed success in the DPRK they continue to look for new opportunities. 

This morning, however, Felix Abt, a Swiss director of the PyongSu Pharmaceutical Joint Venture Co. in Pyongyang informs me that his life insurance policy (purchased from a European company) has been cancelled. 

“A European life insurance company cancelled my life insurance because I am a dangerous person living in a dangerous country. Credit card organisations cancel credit cards for such persons in such countries, health insurance companies come up with other reservations and limitations and the latest organisation that has just expelled me is LinkedIn with a very curious explanation.”

I am unsure how the cancellation of life insurance policies could impact other Europen investments in the DPRK, but the marginal effect cannot be positive.  Mr. Abt has been a resident of Pyongyang for years where he manufactures Western-quality pharmaceuticals.  Needless to say, the DPRK is very much in need of his services, so it is a shame that after all this time he is now considered a liability by his insurer.

Apparently LinkedIn‘s legal department considers logging into the server as “receiving goods of US origin” (the software I presume), and so it prohibits account holders, or even logging in, from Cuba, Iran, North Korea, Sudan and Syria—even if they are Swiss.
