The People’s Safety Agency’s Authority Is Strengthened

The Central Committee of the Chosun (North Korea) Workers’ Party recently commanded the People’s Safety Agency (PSA) to increase its authority.

A source from North Korea reported in a telephone interview with Daily NK on the 11th that “According to a document from the Central Committee of the Party, the legal authority of agents of the PSA is being strengthened.”

The source explained that “From now on, agents of the PSA can investigate every criminal offense committed by the military, the National Security Agency, the public prosecutors and cadres of courts. This command from the Party was delivered to the cadres’ lectures over the country on May 10.

The most remarkable part is that in every field except anti-nation or anti-regime crimes the PSA can inspect and search the houses of suspects from the military, the Party, the NSA and the public prosecutor’s office.

Through this, control over the military, which abused its power and was acknowledged as a public enemy by average residents for a decade under the military-first policy, is being systematized.

The document stated clearly that the PSA has the right to detain anyone who disobeys the agents’ onsite inspections in their homes and even to arrest them, according to the source.

One proviso only was added that when the agents undertake a house search of the cadres of the Party, they have to receive prior approval from upper levels within the PSA and they do not have the authority to arrest cadres of the Party on the spot as a suspect.

The source explained that up to this point general crimes committed by soldiers were just dealt with by the military police or the Defense Security Command of the People’s Army. Since the Shimhwajo Case in 1998, the PSA has not examined the cadres of the NSA or prosecutors.

The source relayed that regulations regarding punishment towards agents who intentionally overlook an inspection or who leak information on an inspection are specified in the document.

Since Jang Sung Taek, a brother-in-law of Kim Jong Il, led the Ministry of Administration of the Chosun (North Korea) Workers’ Party, the political authority of the PSA accordingly started being strengthened. The source explained that “In the past, the PSA was not able to intervene in any case without the permission of the prosecutors, but since October 2007 the agents of the PSA were granted the authority to deal with the arrest of criminals and with sending them to court themselves.

The position that Jang Sung Taek took in October 2007 was that the Director of the Ministry of Administration of the Chosun (North Korea) Workers’ Party is responsible for general public security organizations such as the National Security Agency, the People’s Safety Agency, the Central Prosecutor Office and the Special Court.

The source analyzed that “The Party did not push legislation on the expansion of the authority of the PSA, because political conflicts with other governmental organizations would be brought out.”

Some say that the background to the promotion of the PSA stems from Kim Jong Il’s fear that the authority of the NSA and of the military were too big while the Party’s power was extraordinarily weakened.

One other source said that “Although the military or information organizations have attempted many coups in human history, the police force has always sided with the government. Therefore, Kim Jong Il drastically strengthened the authority of the PSA.”

The source added that “Regarding the promotion of the PSA, the cadres of the Party took concrete examples of assassinations such as Nicolae Ceauşescu of Romania and Park Chung Hee of South Korea, emphasizing the Romanian police’s fight against the military in order to protest Ceauşescu.”

“The People’s Safety Agents,” which is a newspaper circulated just in the PSA, and lecture materials for the PSA lately describe the PSA as the “escort warrior for the General” or “the second Escort Bureau,” the source explained, regarding the change of the PSA’s state.

NSC’s Detection of Cell-phone Usage Is Strengthening

Several inside sources reported that a National Security Agency inspection group consisting of 40 agents was dispatched to Shinuiju on October 1st to keep control over the usage of cell-phones.

Mr. Kim, who resides in Shinuiju said that “An inspection group from Pyongyang is censoring the usage of cell-phones among citizens, staying in the office of the Province-Security Agency. They are tracing the frequency broadband of Chinese mobile communication to find users.

“At the beginning of last week, the agents unexpectedly entered several houses around 11p.m. in Bonbu-dong in order to arrest suspected cell-phone users. It looked like a spy roundup project. Although it failed to catch users, the citizens’ fear of the inspection group was quite enormous.”

He relayed that “If they find the numbers of the South Korean country code recorded in the confiscated cell-phones, the owners of the cell-phones will be severely punished.”

In 2003, North Korea planned to construct a mobile communication system on a nationwide scale, but it ceased abruptly for fear of damages to national security in 2004. China-North Korea traders and residents in the border areas have been using the Chinese mobile communication system for their businesses, but the control of the mobile usage has been strengthening since 2006.

Another source informed us that “the device that the Security Agency uses for detection is produced by ‘Rohdesch,’ a German company. No one can use cell-phones because the device can reportedly pick up the signals easily when the agents, allegedly carrying the device in their pockets, approach areas where people are using cell-phones.

The company mentioned by Mr. Lee is Rohde & Schwarz, a German company which produces broadcasting devices, radio communication systems and other precision gauges and devices.

An affiliate of the wireless radio wave detection department under the Ministry of Information and Communication said in a phone conversation with DailyNK that “it is difficult to find radio waves from a cell-phone if you are not adjacent to the cell-phone user. I presume that NSC may ransack only the limited area where the Chinese mobile communication’s signal can reach, that is, within a few kilometers of the border, to search for cell-phone users.”

An affiliate in charge of the Networking Device of SK Telecom explained that “the mobile phone detection device can catch phone signals when the phone is on and in use, just within a 2km radius. But even then, it is difficult to find the exact location of the user.”

The rumor seems not true that the National Security agents are searching for cell-phone users by carrying the detection device in their pockets.

Our source, Mr. Lee, said that “along the border areas, the only group of people who can use mobile phones legally are Chinese merchants. However, the authorities have asked them not to use the cell-phones, or if they must, use them only with the permission of the NSC.”

He added that “If someone is caught, the degree of punishment depends on to where he or she attempted to call. If they called someone in China, a $300 fine would be sufficient; but if the call was made to South Korea, they may be sent to long term reeducation camps following heavy interrogation from the NSC.

He said, “What did the South Korean President come here for? The Chosun (North Korea) regime’s attitude has never changed.”

North Korea Concentrates Energy on Regulating Citizens during Provincial Elections

The North Korean government, with the approaching Provincial People’s Assembly delegate elections on the 29th of this month, stepped-up one level the management of citizens and regulation of cell phones.

Kang Ki Ok (pseudonym), a civilian of Hyesan in Yangkang Provicne, said in a phone conversation with the reporter on the 20th, “Nowadays, I am afraid to turn on my cell phone. The People Safety agents and the National Security agents inspect us with fury in their eyes. People who use cell phones during the election season are punished, so there are people who bury their phones by putting them into jars.”

The North Korean government, when the People’s Assembly election season comes around every four or five years, concentrates on regulating the society by observing the movement of citizens and examining the registration cards.

The members of the elections preparations committee, composed of National Security agents, chairmen of People’s Units, and head officials of each provincial unit, are ordered to strictly investigate illegal acts occurring in their regions and to control them. Illegal acts are punished at the end of the elections.

According to Mr. Kang, the outflow of information has been secured at the border region with the upcoming delegate elections, so concentrated cell phone regulation were carried out. Further, the control of the border has been toughened recently, so the escape fee has skyrocked to the North Korean currency of 1 million won (approx. US$1,075).

Another source relayed, “Safeguarding Kim Il Sung, Kim Jong Il statues and research offices have been toughened by inspection units composed of each organ and enterprise farming laborers. Further, they are making sure that historic places and vestiges of battle are not destroyed.”

This source said, “Youth Leagues have also organized inspection units and are regulating unemployed persons and are strictly making sure that juveniles do not watch South Korean dramas and listen to illegal CDs and South Korean songs.”

On one hand, related to election preparation, each city, district, and county candidates were posted at the election site and citizens over 17 have gone into preparations such as conducting voter registrations through the election committee.

The source also relayed that the People’s Safety Agency have actively stepped up inspections by summoning civilians who have gone out to foreign sites to catch clam and mine gold for survival.

When the movement of the North Korean authorities to strengthen the solidarity of the regime was presented through this election, the citizens, in fear of being punished as trial cases, have produced a cautious atmosphere.”

At the time of the Supreme People’s Assembly elections in 2003, when thefts or acts of violence occurred, perpetrators were stringently punished regardless of whether or not they were members of the Workers’ Party. Further, in the case that teenagers got into fist fights, the parents were disciplined and jointly held responsible.

Mr. Kim, who defected in 2006, said, “At the time of the 1991 provincial elections, in the province where we were living, teenagers got into a fist fight. One of the gangs who started the fight accused the opponent of “stirring a political event destroying elections” and went to the parents and got compensation for damages by threatening them.”

What is the “North Korean KGB?’’ This common question is actually rather meaningless _ not because North Korea does not have an analogue to the Soviet agency (it does), but because the structure of the North Korean “intelligence community’’ is remarkably complicated. In North Korea there are three major independent intelligence services _ and an array of minor sub-services.

Each service has its own field of responsibility and expertise, but in some areas they are compete fiercely. Presumably, such competition makes the North Korean leaders a bit less restive in their sleep: in a dictatorship, an excessive concentration of intelligence in one agency’s hands is fraught with danger.

Since we have mentioned the KGB, let’s start from North Korea’s closest analogue, the Ministry for Protection of State Security or MPSS. Back in the 1950s, the MPSS’s predecessor grew up absorbing a serious influence from the KGB. Like its Soviet prototype, the MPSS combines the functions of political police, counterintelligence, and political intelligence.

As a political police force, the MPSS runs a huge network of informers, manages the camps for political prisoners, and enforces manifold security regulations. As a counterintelligence agency, it does everything it can to prevent foreign spies from effecting infiltration into North Korea. And, finally, it is engaged in intelligence gathering overseas and, to some extent, in South Korea. A special role of this agency is emphasized by the fact that it is headed not by a regular minister but by Kim Jong Il himself. Yes, the “Dear Leader’’ is also the minister of his own security _ a wise arrangement, perhaps, taking into consideration the tendency of intelligence bosses to become too powerful.

However, the mighty MPSS is not very prominent when it comes to operations in South Korea. A North Korean peculiarity is the existence of the party’s own intelligence branch. The Korean Workers Party’s (KWP)own secret service is euphemistically called the Third Building _ after the number of the building in which the relevant departments are located. The Third Building bureaucracy consists of a few departments and bureaus, each with its peculiar tasks.

The KWP’s secret service has survived from the late 1940s when the party operated in both parts of the country. The Communist underground in the South, and the then powerful guerrilla movement, were managed by special departments of the KWP Central Committee. The South Korean Communist underground was wiped out in the early 1950s, but the related bureaucracy in the North survived and found justification for its existence (once created, bureaucracies are very difficult to kill). Its raison d’etre is the need to promote Juche/Communist ideas in the South, with the resurrection of the Communist movement as a supreme goal; a Communist-led unification is a more distant task. In the course of time, these goals were seen as more and more remote, but were never abandoned completely.

In fact, the Third Building is largely responsible for attempts to influence the South Korean political situation, and for gathering intelligence which makes such influence more efficient. The United Front Department, a part of the Third Building, is also responsible for clandestine operations in other countries where it strives to change the local attitudes in North Korea’s favor.

Since the Third Building should aim at starting local insurrections, many of its staff have undergone commando-style training. The only known political assassination in recent years was conducted by the officers of the Operational Department, which is a part of the Third Building. In 1997 they hunted down and shot dead Yi Han-yong, a relative of Kim Il-sung who had defected to the South and published some highly critical books about the North Korean ruling dynasty.

In addition to the MPSS and the Third Building, North Korea also has a military intelligence service whose operations largely target South Korea. Their major interest is the South Korean military and the USFK, as well as any intelligence which may be of use should a new war erupt on the Korean Peninsula.

Many people still remember the September 1996 incident when a North Korean submarine ran ashore on the eastern coast and was abandoned by the crew whose members became engaged in frequent clashes with the police and army. This was a routine operation of military intelligence that went wrong due to a navigational mistake. The commandos were supposed to survey the military installations on the coast, and then move back to the North, but it did not work as intended.

The efforts of North Korean intelligence services are concentrated on the South. But this does not mean that other countries are immune to their activity. The North Korean spies are especially active in Japan, and this was once again demonstrated by the dramatic events of 2001.

Mobile Phone Detectors, Borders Blocked

In order to block an “open hole,” North Korean authorities have been installing mobile phone detectors on the northern border to prevent further defectors from leaving the country.

In a phone conversation with family in Hoiryeong, Kim Man Sung (55, pseudonym) a defector residing in Yangchon, Seoul discovered on the 15th “In the neighborhood of Hoiryeong, 6 mobile phone detectors have been installed” and that “if a phone call is received, the detectors activate within a minute and trace your whereabouts.”

In the past, if a person was caught being in contact with South Korea, they would receive punishment from the labor training camps and the matter was over. However, now the National Security Agency are going around saying “if you are caught using a mobile phone, you and all your family will be expelled from your village,” informed Kim. In spite of this, no one knows the make of the detectors set up along the border, nor its performance quality.

For the past 3 years Kim has acted as an intermediary for South Korean families and defectors in search of their relatives on location at the border. He said “Particularly because of intensified border controls, we are experiencing many difficulties.”

He said “Lately, whenever the police (officers from the Safety Agency) board the trains they conduct ‘fastidious inspections’ on city dwellers” and added “The Safety Agency incessantly inspects lodging facilities and motels regulating citizens that may be roaming near the border in attempt to contact their family.” It seems that the ‘fastidious inspections’ are being strictly enforced.

Since mid-December, North Korean authorities have established 5 united forces with the aim of conducting extensive control. These groups, the Party, National Security Agency, Safety Agency, prosecutors and military security will enforce action and punish boarder guards who receive bribes and help defectors.

As inspections tighten, the expenses of defectors secretly crossing to China has also increased. In the region of Hoiryeong, Musan, defecting to China would cost 400~500 yuan per person but now the disbursements have exceeded 1,000 yuan and in Haesan the price has even reached 2,000~3,000 yuan.

Recently, rather than receiving bribes from individual defectors, boarder guards have been reluctant to receive bribes from families. Though there is a possibility that individuals may return it is rare that families return and hence the greater investment lies on individuals. Also, if a defector is caught by Chinese police and repatriated, there is a possibility that the escape route will be discovered. In that case, the border patrol in charge of that region will be punished.

More recently, the National Security Agency has reinforced their efforts to catch defectors in China themselves. Kim informed, that the workers of restaurants and hotels in Yanji and Longjing in China, are all staff from the National Security Agency and that more than 90% of visitors to China are connected with the Safety Agency acting as “spies” with orders to aid the abduction of defectors.

DPRK security changing tactics?

Mr. Choi, 47 years old, was an informant for DPRK National Security Agency (NSA)’s North Hamkyung regional office. I met him on Sept. 12th in Dandong city, Liaoning Province, China.

He told me about NSA agents’ ‘new propaganda tactics.’ The tactics was completely ‘new,’ even to me, a former North Korean refugee.

Choi said that ‘not a single North Korean resident trusts the state’ Since the North Koreans have been fooled by the government for too many times, hardly anyone believes in what they hear through Rodong Shinmum (the state newspaper), lecture of party officials, and idolization education, even if that is about resumption of ration, according to Choi.

Thus, Choi continued, North Korean authorities ordered the ‘security small group’ inside the NSA to conduct new type of activities. The small group used to inform popular attitude to the NSA.

However, its duty has now become to spread rumor among people to avoid popular unrest.

The full text of the interview is below.

- What is ‘security small group’?

“They are informants hired by the National Security Agency. Each city and provincial security agents secretly meet with some residents to allure them to report their neighbors’ activities in exchange of ‘benefits.’ Security agents try to make as many informants as possible.

The residents who are registered as informers watch and accuse each other. In so doing, atmosphere of distrust broadens. Those who have done a good job in accusing others are regarded as a ‘good citizen for the party and the late Kim Il-sung.’ As the number of informants increases, mutual watch among people strengthens. Usually what NSA agents have done is now a job of the ordinary people.”

- What is the ‘benefit’ from participating in those activities?
People can obtain travel permission easily from the NSA agents, and, by taking advantage of the NSA’s power, they also can ask for free time to do private business from their boss in company. Travel certificate and free time to do business are truly very attractive benefit for ordinary people.

And then, they, as informants, receive orders from security agents.

- What kind of orders is given to them?

For example, in many areas of (North) Korea including those of Sino-Korean border region, increased number of people deems defectors who went to South Korea as being lucky and even admirable. Although they can’t say that straightforwardly, most of them think so.

I found out when I came to China that all the residents in border area, party officials and even security agents live by the money the former North Korean defectors living South Korea send to them.

Over there (North Korea), people call the defectors as just ‘travelers to China.’ Right now, nobody can support their family without the former defectors in South Korea. That’s why we regard them admirable. Even though the state media call them traitors, no one thinks so.

The security small group’s duty is to tell other people that defectors are criminals.

It is more effective to use the informants in the small group than to depend on official propaganda. The members of the security small group exploit other people’s envy, or jealousy, of the defectors.

- The security group informants get benefit in their private business, but what about the advantages of the NSA agents?

They receive bribery from the participants of the security small group in exchange of business opportunity. The more the number of small group members, the greater the bribery agents receive. Corruption is now the most basic way of life in Korea. We can’t survive without corruption.

- In definition, doesn’t informant just mean somebody informs the agent?

That was the way it was in the 70s and 80s. These days, informants rely on propaganda rather than gathering and reporting information. If they do report other people’s illegal activities, every body in (North) Korea will be a criminal and traitor. Even the authorities are aware of this, so they use such new technique.

- Then who are watching the NSA agents?

They watch each other. For example, a while ago, there was an agent who robbed and killed three people in Gangwon Province. He was caught by other NSA agent.

- Who are being publicly executed in these days?

Most of them are executed for slaughtering a cattle or stealing electric wire. They are executed to threaten the other residents. All of them are common people without any power or wealth. Sometimes there are orders of public execution and, in other cases, public execution is prohibited. It is confusing.

 

Interview with a Citizen of Chongjin City

The DailyNK has reported North Korean news vividly with the help of the voices inside North Korea during the year 2005.

North Korea expressed farming as ‘the major front line for the construction of socialist economy’ in the joint new year editorial at the beginning of this year. In fact, it has made every effort to relieve its famine by mobilizing a number of people to farming for the entire year. In October, it also announced to its people that it would resume its ration system that had long been stopped.

The DailyNK met a citizen of Chongjin City of North Hamkyeong Province to fully grasp the recent situation of North Korea as a whole at this moment of seeing the old year out and the new year in. The interview is presented in the format of 10 questions and answers. The reader is expected to feel the reality of North Korea in mid-December, 2005 by reading the interview.

1.  How does the ration system work?
Workers in Giupso (State Owned Enterprise) receive a ration twice a month, the total ration being 700g a month. The government designated that the price of unglutinous rice is 46 won, while that of corn is 28 won. Those housewives who can work but stay home can buy 300g for 620 won. Children and the elderly, who are not able to work, can buy cereals at the government designated prices.

In short, the government has adopted a double price system. However, those who are rationed receive rice mixed with miscellaneous cereals whereas those who pay 620 won get unmixed rice.

Factories and Giupsos are assigned the farmland of No.112, and they have to produce cereals the quantity of which is equal to two month’s ration. In October, people were fully rationed, but since November, they have not been able to be fully rationed. People without the farmland of No.112 partly received their rations.

Additional question: What is the farmland of No.112?

It is a part of a cooperative farmland which is difficult to cultivate. Every factory and Giupso is assigned one. If a Giupso is influential, it is usually assigned a fertile land. It is so named because the policy was established on either November 2nd, last year or January 12th this year. I don’t remember the date.

2. How do people obtain their food if they are not fully rationed?
They get cereals in black markets. Transferring cereals in large scale is strictly prohibited, but people are selling them to acquaintances or under the cover of a bribe. Trading a large quantity of cereals is stealthily accomplished in a private home. Restaurants are also forbidden to sell processed cereals.

The price of rice has not risen. It ranges from 800 to 820 won ($0.4-0.41). The price of corn is 300 won ($0.15) while that of potatoes is 150 won ($0.075). Because people in Chongjin City do not enjoy eating corn, it is cheap here.

3. How are farmers rationed, and how much is the government’s purchasing price of cereals?
The farmland of No.112 is divided by fertility. The worst class is the 12th. 1,500 won ($0.75) is collected from 9,917.4 square meters of 12th class farmland as a tax. It can be payed with corn. 1kg of corn is bought for 24 won($0.012).

I heard a squad leader of a cooperative farm located near Chongjin say, “Every person on my farm was supposed to receive the prize of some 17,000 won ($8.5) because the government sent the prize to the farm for good farming, but the farm has not given the prize out to the people, saying that it would be a better idea for the money to be used to buy trucks and farm equipment, and thus people are full of complaints. The farm distributes ordinary rations to the workers.

4. What are people’s reactions to the resumption of the ration system like?
Most people are pessimistic about it. They grumble, “We do not understand why the government does not sell cereals indiscriminately. It has just made things complicated.” On the other hand, those who do not have a means of making a living hope for the ration system.

5. Do you have something to talk about regarding companies and work place lives?
In former years, there were people belonging to the circle called ‘the rest’ in companies. These people could do their own business by giving some part of their profits to their Giupso. However, all people are required to come to the Giupso to work these days. If there are some surplus workers, they are fired.

Since it was said that every Giupso should ration its workers, those who are not able to do their own businesses, especially women, have made every effort to be employed by a Giupso.

Rich people are not interested in companies, but the poor are full of complaints because ‘the rest’ circle was eliminated. The poor are getting much more interested in job opportunities.

6. As far as I know, the rate of factory operation is 20% or so. Has there been any changes recently?
No, there is almost no change in the rate. Earning foreign money is active, but I’ve never heard that those factories that had stopped before resumed its operation, or that they changed their business category to be operative.

7. Can you come up with a concrete example that shows that the status of partisans is getting lower?
Factories and Giupsos are reluctant to employ partisans because it is difficult to lay them off. If one says he is a partisan during a job interview, he will probably be turned down. Non-partisans are definitely preferred.

8. Is the control over people getting tighter?
The control in matters of food is getting tight. Because controlling restaurants and processed cereals has been getting tighter, more and more stalls are being emptied in markets, and the price of stalls is decreasing. A stall 50cm wide and 1.5m long for selling apparel can be bought for 120,000 won ($60).

Food for a family of 4 members costs 120-130 thousand won ($60-65) a month. The family also has to spend money for housing and clothing.

Additional question: I heard that even though many people are moving from one place to another, and a number of people dare to complain, punishments are getting weaker and weaker. Can you give me some examples regarding that?

The security agents say that they no longer arrest blasphemers. They even say that they will enforce laws on the basis of scientific evidences. (Blasphemers refer to those who blaspheme the system of the Kim Il Sung or Kim Jong Il regime.)

Punishments for defectors, radio listeners, and other such crimes are considerably moderated.

A neighbor in his 70’s was arrested due to his acquaintance’ betrayal. He revealed that he had been listening to the radio, but he was just called names during the investigation and criticized publicly in front of a crowd of people. That was the punishment. Even though blaspheming is said to be forgiven, you cannot call Kim Jong Il’s name. Maybe it would be okay for you to say South Korea is rich.

Additional question: Recently, it has been reported that Kim Jong Il ordered that torturing be checked and human rights be respected. Have you ever heard from security agents such a story or instructions?

No, I’ve never heard that.

Additional questions: Because punishments are getting moderated, what kind of countermeasures do North Korea take to protect the regime?

The National Security Agency is said to employ and use many informants. It lets people watch each other. According to one of my acquaintances, those who have an experience of escaping from the North are especially encouraged to watch each other.

9. How is the electric power supply like?
Electric power is supplied for 3 to 4 hours a day from 11 p.m. to 3 a.m. Middle class people usually have both a black and white TV set and a color TV set. They use only batteries for the black and white TV. Electric power supply is poor for winter. It starts getting better in the spring and is best in summer.

10. Recently, North Koreans are said to widely use horse-drawn or cow-drawn carriages. Is that true?
They are widely used for carrying cargo. They are seen even in urban cities. Recently, individuals or Giupsos are trading cows. The price of a cow in black markets range from 400 to 700 thousand won ($200-350). Recently, the price for using such a carriage is determined in relation to the distance instead of the weight it should carry. 3 to 4km costs 2,000 won ($1), while anything more than 5km costs 3,000 won ($1.5). Many people wonder about how North Korea is maintains despite the chronic food crisis and many other difficulties it suffered for a long time.

In South Korea, people would have organized more than a dozen of popular riots.

What would be behind the silence in North Korea? The answer is the notorious two pillars in North Korea, information politics and the reign of terror.

The National Security Agency in North Korea is the core agency for information politics. Since the Chief of Agency Lee Jin Su died in August, 1987, no other head of the agency was appointed. The role was taken over by Jang Sung Taek, #1 vice director of Organization and Guidance Department, and Kim Young Ryong, the former National Security Agency #1 Director (deceased in 1998).

Kim Jong Il directs the agency himself, making them believe his right over the agency is that the agency is for the security of the Supreme Commander, which is himself.

There are about 50,000 employees under the National Security Agency and its branch offices. It is estimated that about 20,000 are directly involved in the information activities. This means there is one agent per 1,000 North Koreans.

The security agents secure their sources individually, train them and collect information in their secret places. Even among the peers and friends, all the people mistrust each other because they do not know who the sources are for the agents.

According to the agency principles, even among agents have double or triple layers of supervision. One of the main reasons why the anti-regime force did not become active remains in this very system of mistrust

The North Korean regime, through the collective living style, ▲encourages mutual criticism and self criticism and increases mistrust among them, ▲The agents keep watch of the people and arrest them, ▲ the safety agency (police) make sure people do not meet in group through the people’s department. This is the reality of North Korea.

Securing Sources, Training in Secret Places

Security sources and training is done according to the characteristics of the agent. The agency runs secret places especially for training.

In November 12, 1992, Kim Jong Il changed the name of the National Security Agency to the National Safety and Security Agency and ordered to strengthen the training in crack down the anti-party, anti-revolution forces.

It was in 1993 when such secret places were made. It was of course made in top secret. Those involved in building such secret places believe they must be apartments for high level officials, such as honorary revolutionists of the independent movement (against Japan) or war heroes. However, these “luxurious apartments” were for the people receiving training, who spend ten to fifteen days there.

Because there is danger of discovery of identification, only one person is trained at a time. Those who leave home for the training their wives they are leaving for work.

Training is done directly by the secretary of the agency or designated security agents. They give off the belief, saying, “With the trust of the Great Commander, 00 (name of the trainee) is to engage in the national security activities.”

The agent provides professional training to the trainee such as how to approach the targets, inducement to conversation, such reporting. After the training, they are sent back to their workplaces.

The persons in charge of the secret places are selected among the sources, and he is to cut of all the contact to the outside world. Looking at expensive cars going in and out of a remote place, people are only wonder about what kind of house it would be.

Even the Former Detention Camp Prisoners and Wanderers Selected

The security agents have their own ways of contacting each other such as leaving memos under a rock, between a crack on factory walls, or inside a rotten tree trunk. The agents even select former prisoners and wanderers as one of their sources, but they are not given the special training session.

This is because only through such sources information about anti-regime or anti-party forces could obtained. The agents use both credence and threat to manipulate their sources. Sometimes, they used to give compensation as much as 100Won (in 1990, average worker’s monthly wage was 70Won), but after the food crisis, such cash awards stopped altogether.

There also exist some conflicts between the agents and the sources. In local place, one of the sources asked his agent to issue him a travel permit. When he could not, the source spread a rumor that “the National Security Agency has less power than the Safety Agency” which made a big issue in the region.

There is no compensation for providing high level information while people get arrested for ambiguous things they commit, so the people who were selected as sources become distressed. Recently, there is an increase of the people who prefer to not cooperate with the agents.

Also it is known that the information agents (sources) and the security agents together take advantage of their status. The sources report the security agents of the people who do business with prohibited goods such video tapes from another country, and they make benefit themselves by confiscating of all such goods.
