People bring all sorts of gods across borders, when done in small quantities for yourself it's not illegal (as done with alcohol and tobacco in Sweden).

However we recently had a seizure of millions of Cigarettes. This is nothing. Pallets of cigarettes is the norm. With no border control (as EU members) because of Europe's border free-zone it's really easy. Cargo (like semis/trucks) aren't usually checked at all. As there's no import duties for items from EU anyway. Customs are laxed for that reason. Lower the taxes is a typical neo-liberal stance, but theres a reason behind them, and yet most alcohol and tobacco is bought legally by any estimate. So they work in making the bad behaviors expensive. That's the reason they exist. And even if there where no extra tobacco taxes even the sales tax (25%) would make it worth smuggling. Hell even the minimum sales tax for EU members of 15% would make it worth it. Thus nothing Sweden can do anything about really. You can bring in ridiculous amounts of liquor without braking the law by car from Germany as long as you can claim personal use (that includes family), 100 liters of bear is no problem (and you can be say two in the car with that amount each). So people do this more then they buy from large scale bootleggers. Sweden is also the country which had none silly prohibition! You can proudly keep your own mafia image to yourselves. It's not like we fill the jails with cigarette and alcohol smugglers. Any way it's not like they the NKoreans are making more trouble then anyone else. Especially as hardly any NKans visit Sweden. Swedes smuggle drugs all over the world on the other hande even if not in service by the state :)

Perhaps you didn't notice, but the entry about Zanzibar has a comment pointing out that the man named as North Korean ambassador to Tanzania was actually the South Korean ambassador, suggesting that the report was really about South Korean investments.
